针对我国公路客运业亟待提高服务水平、实现规范化、集约化经营的紧迫性,本文结合现阶段公路客运业的实际情况,研究公路客运公司化经营模式的理论及实践问题。 论文对公路客运经营权转让模式进行了分析,回顾了我国公路客运经营权转让的历史沿革,肯定了经营权转让模式在历史上曾经发挥的积极作用。针对当前公路客运业发展的实际情况,指出其已不符合我国公路客运的发展要求。论文从国家法律及政策导向方面阐述了公路客运公司化经营的必要性,从市场集中度与集约化经营两方面论述了公司化经营对公路客运企业组织结构调整的重要性。分析了公路客运率先实施公司化的原因。论文引用信誉理论解释了公路客运个体经营业户及受让人的失信行为,并提出了解决措施。论文阐述了公路客运公司化经营的内涵,分析了公司化经营与计划经济时期公车公营的差异,提出了对司乘人员的约束与激励措施。论文通过案例实证分析对经营权转让模式和公司化经营模式的经济、社会效益进行了对比,提出了四种可行的公司化改革方案,并探讨了政府主管部门在改革中的作用
