发展循环经济是提高资源利用效率，实现资源节约和实施可持续发展的必由之路，也是提高城市与区域经济竞争力，促进地区经济发展的最佳模式。大连市在建设可持续发展“大大连”的过程中，必须改变传统的经济发展模式，走循环经济发展之路。 本文通过分析大连循环经济发展的条件和存在的问题，借鉴发达国家和我国循环经济发展较好地区的经验，进而提出有针对性的对策和建议。论文主要分为五个部分： 第一部分首先分析了循环经济的基本理论问题，包括循环经济的内涵、特征、原则和实现形式。循环经济是在可持续发展思想指导下，对能源及废弃物实行综合利用的生产活动过程，它要求把经济活动组成一个“资源—产品—再生资源”的反馈式流程，其特征是“低开采，高利用，低排放”，本质上是一种生态经济，其实现形式有三个层次：单个企业的清洁生产、企业间共生形成的生态工业园区以及循环型社会的建设。 第二部分总结了发达国家近几年在循环经济发展方面的实践，主要是立法，建立监督和奖惩机制，中介组织发挥作用，以及公众积极参与等。这些成功的经验会给大连市的循环经济发展带来很多启示，本文重点分析了三点，即明确政府、企业和公众的责任，建立推动循环经济发展的政策体系和监督机制，促进社会中介组织发挥作用。 第三部分从企业、生态工业园区和城市区域三个层面，通过实例分析了目前我国循环经济的发展状况并总结了值得大连市学习和借鉴的经验。 第四部分着重分析大连市循环经济的发展现状，首先提出了循环经济发展指标体系，包括经济发展各项指标，生态工业特征指标和生态环境保护指标，把大连市2004年的相关数据与参考目标值进行对照，总结问题和不足。近几年大连市在循环经济发展中取得了一些成绩，本文从中水回用、企业清洁生产、开发区生态工业园区建设和垃圾分类回收四个方面进行详细论述。 第五部分首先分析了大连市发展循环经济的优势条件，即经济发展条件和潜在资源优势条件，接着提出目前循环经济发展中存在的问题，如相关法律法
The development of circular economy is the necessity of increasing resource-utilization efficiency, economizing resource and implementing sustainable development. It is also the best mode of promoting urban and regional competitiveness and economic development. Dalian, which is on her way to build a sustainable "metropolitan Dalian", must make a wise choice of circular economy mode rather than the traditional one.The paper puts forward several countermeasures and suggestions for Dalian"s circular economy development, on the basis of analyzing the condition and problems of circular economy development in Dalian, and referring to the practical experience of developed countries and developed areas in China. The paper is mainly divided into five parts:The first chapter analyzes some basic theoretical problems concerning circular economy, including the connotation, characteristics, principles and means of realization. Circular economy is a producing process of comprehensively utilizing energy, resource and waste, under the guidance of sustainable development concept. Its main characteristics is "low exploration, highly utilization, low level of discharge" and in essence, it is ecological economy. The means of realization has three phases: cleaner production in enterprise, ecological industry park and society of circular mode.The second chapter concludes the practice of circular economy in developed countries in recent years, including legislature; supervisional, favorable and restrictive mechanism; function of agent organization; participation of citizens. The successful experience may be useful for Dalian to advance in the right direction. Learning from them, it is better to make sure the responsibility of government, enterprise and citizen; establish favorable policies and efficient mechanism; promote the development of social agent organization.The third chapter analyzes the development of circular economy in the range
