随着知识经济的到来和全球经济一体化进程的推进，世界各国在科技领域的竞争日益激烈。科技的竞争，归根结底是人才的竞争。人才的竞争，除高级专门人才外，在相当程度上就是生产、管理和服务第一线人员整体素质的竞争。因此，培养后一类人才的教育，即高职教育对我国现代化进程具有重大的战略意义。近年来，高职教育在党中央和各级政府的大力扶持下已经获得了迅猛的发展。高职的办学规模迅速扩大，办学水平不断提高，办学特色日趋明显。在肯定成绩的同时，我们还要正视高职教育在发展过程中存在的一些困难和问题。当前高职教育的招生和就业问题已经成为制约高职教育发展的“瓶颈”，所以，认识到问题的严重性并提出切实可行的解决办法是非常必要的。本文在肯定我国高职教育已取得成绩的基础上，首先考察了高职教育及其相关概念，总结了高职教育的五个特征及其发展意义。其次，回顾了我国高职教育的发展历程，在分析现状的基础上，指出了我国高职教育招生及就业问题，并运用多学科研究的方法从社会、教育、经济等多角度分别针对招生及就业进行了重点剖析，归纳出其外部及内部影响因素。最后，借鉴部分发达国家高职教育的成功经验，结合我国的实际情况，提出了我国高职教育招生及就业问题的若干对策。
With knowledge economy coming and the process of global economy integration propelling, the competition in science field is becoming more fierily day by day. In fact the science competition is the competition of human resources, which besides senior special human resource, substantially is the integral disposition competition of the first line human resource in production, management and service. Thus，higher vocational education, cultivating second sort human resource, has important strategy meaning. Recent years, higher vocational education acquired greatly development due to the supports of central committee and local governments. The Schooling scale of higher vocational education expands quickly, so does the schooling level. And the feature of it is becoming clearly day and day. Some difficulties and problems exist, however, in the developing process of higher vocational education. At present, the problems of enrollment and employment have become bottleneck for the development of it. It is necessary to learn the seriousness of the problem and point out practical solving measures. Based on affirming the achievement obtained, this essay firstly examines some conceptions related to higher vocational education, and then redefines it, summarizes five characters of it and points out the significance of it. By reviewing the history of the development of higher vocational education in China, on the basis of analyzing the current situations, this paper presents the issue: In China, higher vocational education has difficulty in the enrollment and employment. According to the problem, this essay emphasizes the factors inner and outer affecting the enrollment and employment by taking multi-discipline method from society, education and economic aspects. Finally, after describes the successful experience of developed countries in higher vocational education, compounding the actually situation in our country, this paper points out some countermeasures in solving the difficulties of enrollment and employment in China.
