在全球化和知识经济的背景下,产业集群越来越多的受到各国研究者和决策者的密切关注,由于它创造着世界绝大部分的财富。目前,产业集群对我国的区域经济发展也同样起着举足轻重的作用,因此,我们有必要研究我国当前产业集群的现状,并根据研究结果对我国政府提出合理的政策建议,从而促进我国产业集群的可持续性发展。 文章首先分析了我国产业集群目前的整体状况,依据2003年最新的国家重点产业集群调查表的数据,分别从行业、地区两个角度进行分析,总结出目前我国产业集群的共同特点和存在的问题。其次,通过对国内外几个发展较成功的产业集群案例分析得出,政府在集群发展中都发挥着积极的作用。然而,面对我国目前产业集群的发展现状,政府又如何发挥作用来促进我国产业集群的可持续性发展呢?本文创新的引用生命周期理论,并将其与我国产业集群的实际相联系。归纳出我国产业集群生命周期各个阶段的特征和划分依据,总结出政府在集群生命周期各阶段应发挥的作用。最后,依据产业集群生命周期各阶段的不同特征,向政府提出有重点地采取相应政策,适应产业集群发展需求的政策建议,从而促进我国产业集群的健康快速发展。
At the background of global and knowledge economy, clusters more and more are paid attention by the researchers and decision-makers, because the clusters create the most treasure of the world. At present, clusters of our country play an important role to the national development of the area economy, therefore, it is necessary for us to research our country cluster"s actuality and to make reasonable suggestions to our government, basing on the research results. Consequently, it can promote the continuable development of Chinese clusters.This thesis begins with the analysis of actuality of Chinese clusters, it bases on the data from the questionnaire in 2003 of the national important clusters. From the point of view of the industry and area to analyse the data, I sum up that the Chinese cluster"s common characters and common problems. Secondly, according to the analysis of some overseas and local succeed clusters cases, we can conclude that the government plays an important role in the cluster"s development.
