国家利益是决定国家外交政策和对外行为的根本因素,是国家生存与发展的必要条件,维护国家利益是主权国家制定和推行对外政策的依据,是对外活动的目的。这一点已成为当代国际战略家们的共识。列宁曾指出:国家的内外政策归根到底是由本国统治阶级的经济利益和经济地位所决定的。新中国成立后,三代领导人毛泽东、邓小平、江泽民在充分认识和分析风云变幻的国际形势的基础上,在长期的对外交往实践中,形成了富有中国特色的内涵丰富的国家利益观。在当前全球化时代,各国的利益出现了一荣俱荣,一损俱损的趋势。随着社会的发展,国家间相互依赖程度的加深,以及对战争代价问题的再认识,各国利益间的对立敌视状况日益得到改变。各国为了追求自己的特殊利益,为了使本国的安全、政治、经济、文化等得到保证,就必须考虑其他国家和整个国际社会的利益。我国正在加速融入国际社会,尤其在2001 年11 月加入世界贸易组织后,这一趋势更加不可逆转。由此,新形势下的全球化与国家利益的关系问题成为我国对外关系中不容回避的课题。只有坚持唯物辩证法,做到全面、发展、联系地看待国家利益问题,我们才能更好地在对国家利益做出正确深入分析的基础上制定正确的对外政策。

After new China is established, three generations" leader Mao Zedong, Deng Xiaoping, Jiang Zemin are on the basis of realize and analyzing constantly changing international situation, of the long-term foreign contacts practice, have formed in the meaningful national benefit temple of the rich distinct Chinese characteristics. In present globalization era, all honors of a honor have appeared in the interests of various countries, one decreases the trend that is all decreased. With the development of society, the intensification of the mutual degree of dependence among the countries, and knowing to cost issue of the war, the antithesis among the interests of various countries antagonizes the state and is changed day by day. Various countries, in order to pursue one"s own special interests, in order to make national security, politics, economy, culture, etc. get the assurance, must consider the interests of other country and whole international community. Our country is incorporating the international community with higher speed, especially after joining WTO in November of 2001, this trend is more irreversible. Therefore globalization relation with national benefit issue under the new situation become subject that can"t avoid in the of our country foreign relation. Only adhere to materialist dialectics, make sure overally, develop, treat the national benefit question getting in touch, we could make correct foreign policy on the basis of the thing that analyze in depth correctly to country"s benefit better.
