随着全球经济竞争的日趋激烈，企业需要建立密切的伙伴关系，以促进信息流动和创造性思维的传递，获取竞争优势。企业集群作为一种新型的区域经济发展模式，正推动着世界各地的经济增长。具有地方特色的企业集群，可以充分利用集群化整合优势，把握市场机会，形成优越的市场竞争地位。不仅使所在地区成为最具经济活力的区域，而且那些真正能经受经济波动的考验，具有持续发展能力的企业集群成为在相关产业领域中引领世界潮流、促进国家经济发展的中流砥柱。因此，能否发展好那些扎根于国内的、富有地方特色的外向型企业集群，已成为关系到一个国家综合国力和区域竞争地位的重要问题。为此，企业集群成为近年来经济学、管理学等学科研究的一个重要领域。 国外的研究成果，大多侧重于论证企业集群的形成原因与条件、发展机理以及竞争优势。而国内的研究多半局限于对国外研究成果的引入。近几年来，也有研究者通过对我国集群现象的深入调研，对集群优势及其产生原因、政府扶持等方面进行了比较详细深入的分析，研究成果着重论证了企业集群是什么、集群为什么形成，而对企业集群如何发展、如何培育具有发展潜力的企业集群等方面进行的理论研究尚不多见。 本文在前人研究成果的基础上，对企业集群的内涵与分类作了综合概括；运用经济学、管理学和战略理论，在掌握大量资料的基础上，运用演绎归纳法，结合中国国情提出了一个判断企业集群发展潜力强弱的指标体系，该指标体系分别从产业周期、地方环境、创新能力、人力资本与社会资本、价值链、市场竞争等六个方面，提出了影响集群发展潜力的各种要素和评价方法。作者试图运用该指标体系来判断中国地方企业集群的发展潜力，发现影响地方企业集群发展的制约瓶颈，为政府相关政策和企业发展战略的制定提供理论支持和决策参考。最后，论文基于上述研究思路和结论，提出了政府扶持发展地方特色企业集群、增强地区经济实力的政策性建议；以及集群内企业与地方政府一道为培育良好的集群发展环境、建设良好的协调竞争机制、以提升集群内企业竞争力的对策。
As global economy competition is more drastic, enterprises need to found consanguineous fellowship to facilitate information flow, transfer creative thinking and obtain competition advantage. Cluster of enterprises, as a new form of regional economic development, is promoting the economy development all over the world. The cluster of enterprises that has local characteristics may make full use of integrated advantage, grasp market opportunity, and hold ascendant market competition position. The cluster of enterprises not only stimulated region which it resides the most flourishing district, but also made those enterprises which could endure economy fluctuation and had persistent development capability become the towers of strength to lead world fashion and promote national economy development in relational fields. Now, whether you can develop the extroverted clusters of enterprises that take root on the country and have local characteristics becomes an important problem involved the national integrated power and competition position of the region. Therefore, cluster of enterprises has been an important realm of economics research and management research.The foreign research mostly emphasize on demonstrating the reason and condition of forming, development mechanism and competition advantages of cluster of enterprises. But, the research in China is limited in introducing the foreign research. In recently years, some researchers have profoundly analyzed the advantage and reason of enterprises" cluster, government support etc, by investigate cluster phenomena in China. Their research demonstrate emphatically that what is cluster of enterprises, why they come into being, but the theory research about how to develop cluster, how to foster the cluster of enterprises having development potential is singularly.On the basis of the research of predecessors, the article gives a general introduction to business cluster and its classification. By using theory about economics, management,strategy and methods of conclusion and deduction, the author brings forward an index system that can judge the development potential of cluster of enterprises. This index system has reflected all elements and estimation methods that may affect the development potential of cluster of enterprises, including the following six aspects: industry period, regional environment, innovation capability, human capital and social capital, value chain, market competition. With this index, the author tries to judge whether the clusters of enterprises in China possess good development potential, and find out the bottleneck problems that affect the development of clusters, sequentially we could provide decision-making basis for governments in making related policies and for enterprises in making development strategies. Finally, the article brings forward policy suggestions on how to support and develop the local clusters of enterprises and strengthen the regional economy strength standing on the side of government, and countermeasure used to foster well environment of cluster development, build well unisonous competition mechanism, advance the competitive of the enterprises in the clusters.
