政治参与是衡量政治现代化的重要指标，是民主政治的重要内容。当前中国农民的政治参与水平有待于进一步提高。本文试图通过探析当前中国农民政治参与的现状，为如何提高当前中国农民的政治参与水平提出可行性对策。 文章首先对湖南省望城县坪塘镇山塘村和涟源市三甲乡两地农民政治参与所造成的不同结果进行比较后认为，当前中国农民政治参与有必要得到正确的理论指导和行为方式的规范。 接着，文章在对当前中国农民政治参与的概念、动机进行简单的描述后，对中国农民政治参与的现状进行了探析。指出社会负面因素影响相对较深，农村现行体制发展相对滞后和农民政治参与水平相对较低等三方面的因素是影响当前中国农民政治参与的主要原因。 通过分析，文章最后指出：提高当前中国农民政治参与水平的根本出路在于大力发展经济，深化农村经济体制改革。但是，同时也必须重视农民政治参与动员上的科学强化，目标上的正确导向，制度上的持续完善，组织上的有序规范和参与上的能力培育。 本文是运用“城市与乡村二元政治结构理论”，采用个案与一般相结合的方法来进行研究的。本研究澄清了理论认识方面存在的一些误区，为如何提高我国农民政治参与水平提出了应对之策。对于实现农民参政行为的规范化和参政方式的现代化，深化我国政治体制改革，促进我国社会的协调、稳定发展，加速我国的现代化进程具有重要的理论意义和现实意义。
Political participation plays an important role in evaluating modernization , and it is also one important part of democratic politics . Chinese farmers" political participation nowadays needs to be improved . The present research attempts to provide feasible solutions on how to improve Chinese farmers" political participation by investigating the present situation of Chinese farmers" political participation.The present research firstly makes comparisons to different results of farmers" political participation between farmers from Shantang Village , Pingtang Town , Wangcheng county and those from Sanjia Town , lianyuan , Hunan Province . We conclude that it is necessary to carry out reasonable theoretical guidance and standardized behaviors for Chinese Farmers" political participation .After a brief description to some notions and motives in Chinese formers" political participation . It is suggested that the followings are the main causes which affect political participation for farmers : (a) . the relative deep influences of social negative factors ; (b) . the relative backward development of some systems in present countryside ; and (c). the relative lower standard of farmers" political participation .On the basis of these analyses , the research finally indicates that it is important to make a highly development in economy and to deepen the reforms of economical system in the countryside , so as to improve farmers" political participation . What"s more , it is also necessary to take considerations into farmers" political participation by providing scientific strengthening in motives , correct guidance in objectives , constant perfection in systems , orderly standardization in organization and ability training in participation .The research investigates the present situation by adopting "Theory of political structure between town and village" . The research defines some mistakes in theoretical recognization in our country . Tt plays both theoretical and practical significance in realizing standardization of political participation in behaviors and modernization in participating patterns ; in deepening the reform of political system in our coutry ; in producing a harmonious and stable development in our society and in accelrationg the process of modernization.
