在我国，政府是支持弱势群体的首要主体。然而，仅仅依靠政府部门的支持力量，弱势群体问题还是很难解决的。在此社会背景下，充分发挥NGO对弱势群体的社会支持呼之欲出。本文的研究目的正在于探讨南京市NGO对弱势群体的社会支持体系、发现问题并展望南京市NGO支持弱势群体的未来走向，希望通过笔者的“抛砖”能够“引玉”，激起国内学术界对此研究的“拓展”与“深入”。本文的研究共分为五个部分：绪论部分交待研究的背景、意义、目的、方法、创新及局限；第二章首先界定弱势群体、非政府组织、社会支持三个概念，在此基础上，呈现西方国家NGO在支持弱势群体方面的做法；第三章简要分析南京市老年人、残疾人、下岗失业人员、贫困农民、城市流动人口五大弱势群体的现状及需求；第四章以南京市慈善总会和爱德基金会作为典型个案比较分析，重点剖析南京市NGO支持弱势群体的模式及存在的问题；第五章为展望南京市NGO对弱势群体的支持走向，包含三个层面：加强与环境系统互动、创新支持模式、转变政变职能；最后得出本文的研究结论。
In China, government is the principal supporter of vulnerable groups. However, The question of vulnerable groups is still too hard to solve if only depends on the government. So, it is time for NGO to support vulnerable groups largely. The research aim of this paper is to discuss the social support system of vulnerable groups, to find problems, and look into the future, hoping this research would be expanded and deepened by the Chinese academic circles .This paper is divided into five parts totally: In the introduction the research background, significance, purpose, methods, new ideas and limits are put forward; Chapter2, after defining such concepts as, Non -governmental organizations, social support, suggests the methods of supporting vulnerable groups in west countries; Chapter 3, analyzes the states and the needs of the aged, the disabled, the unemployed and the laid-off workers, the rural poor, the floating population in the cities; Chapter4, takes The Nanjing Charity Foundation and The Amity Foundation as the typical examples to compare, analyzes the support-pattern of NGO on vulnerable groups in nanjing. Chapter 5, the tend of the support system is predicted, including three parts: strengthen the interaction between NGO and environmental systems, renew the support system, change the governmental function. Finally it comes to the conclusion.
