论文标题:长沙市加快发展现代物流的研究 A Study on Quickening the Modern Logistics Development in ChangSha City 论文作者 论文导师 张学礼,论文学位 硕士,论文专业 公共管理 论文单位 国防科学技术大学,点击次数 77,论文页数 70页File Size5748K 2005-11-01论文网 http://www.lw23.com/lunwen_86448072/ Modern logistics;; Development Research;; ChangSha 我国区域经济不均衡增长和产业结构优化升级的现实国情,使我国现代物流业既有较好的发展机遇,又有巨大的发展空间和发展潜力。目前从发展趋势看,我国的现代物流业正在由中间产品型基础产业向完全的中间产品型产业转变,成为国民经济发展不可或缺的重要产业之一,但也要看到,我国的现代物流业是正日益突显为区域经济不平衡增长的瓶颈产业。 如何突破“瓶颈”,理性地推进现代物流业发展,笔者认为最值得关注的问题是在整合基础上,通过体制解放思想、转变观念,主要是改变重“大而全,小而全”而轻外包、重技术而轻体制、重增量而轻存量等传统的物流观念,站在市场经济的新平台,树立起大物流、大市场、大中心现代物流新理念。 深化物流体制改革,重点是改革条块分割的管理体制,改变物流运作管理政出多门且不协调、市场准入门槛过高、行业垄断严重、地方保护主义泛滥、对外超国民待遇、对内非国民待遇等状况。要建立一个权威的物流领导机构或协调机构。要在物流运作的一般竞争性环节,尤其是在与国际物流接轨的远洋和航空运输环节和作为我国货运物流主要手段的铁路运输环节,要努力降低国有资本的比重。要简化设立物流服务企业或企业经营物流服务的行政审批办法,放宽对企业运作物流的经营范围的限制。 发展现代物流业,必须大力培育和建立统一的物流市场,要坚持以市场为导向,通过市场的资源优化配置作用,实现物流资源的整合。要坚持市场和外向带动的战略,积极鼓励并支持国外大型现代物流企业来我国设立分公司或合营公司,采取第三方物流的运作模式,不断开拓物流网络和市场空间,以实现国内国外两个市场的对接和共荣。要结合产业规划与调整,减少生产企业对自己物流部门的投入,把更多的物流业务交给第三方进行,积极发展社会配送中心和民营物流企业,促进市场竞争的良性循环、行业整体服务水平和运营效率的提升。 政府部门要做自己应做的事,政府的作用主要是引导和服务。在现阶段,应该注意从政策、法律以及市场的规范等方面,为现代物流发展提供保障,其间包括融资制度、产权转让制度、人才使用制度、市场准入制度或退出制度、社会保障制度等,以此营造一个公平竞争的经营和发展环境。 就现代物流业本身讲,必须建立高效能的物流运作网络。根据国外发展现代物流的经验和我国现有的物流基础条件及经济发展布局,应着手规划建立综合物流中心、物流园区、配送中心三个层次的物流结点和物流网络体系。变革、机制转换、盘活存量资源等战略措施,促使现代物流向着现代化方向发展。为此,要求我们在物流观念、物流体制、物流市场、物流运作网络和物流技术诸方面都要有积极的行动。 China"s reality of the unbalanced increase of regional economies and the optimization of industrial structure provide a huge development space and potential as well as a good development opportunity for logistics industry. At present, viewed from the developing trends, the logistics industry, which is undergoing a change from a fundamental to a complete intermediate-product-oriented industry, becomes one of the most important industries indispensable for development of the national economy. However, it is becoming an increasingly pro Emancipation of the mind, i.e. change of ideas on logistics industry, mainly involves the change of traditional logistic conceptions with the stress on "large and all-round, small but all-round" and neglect of contract operation, the stress on technology and neglect of the system, and the stress on increase of quantity and neglect of the stock quantity. On the new stage of market-oriented economy, new logistic conceptions of great logistics, wide market and large center should be established. The stress of deepening of system reform is the reformation on the sectioning management system and improvement of current conditions, such as the poor coordination among various logistic management departments, the excessively high demands of market access, the severe trade monopoly, the widespread regional protectionism and the inequality of attitudes towards the foreign and home enterprises. An authoritative leading and coordinating organization should be built. Efforts should be made to reduce the rate of state-owned capital in the general competitive links in logistic operation, especially in the ocean shipping and air transportation links as means to keep with the international logistics, and the railway transportation link as a key means of domestic commodity logistics. In establishing new enterprises dealing with logistic business or in opening new logistic business on the part of enterprises, the administrative approval system should be simplified to relax the restrictions on the operating limits of logistic enterprises. In addition, development of logistics demands that a unified logistic market be fostered. The development of logistics should be market-oriented and the integration of logistic resources should be realized through the optimal allocation of resources on the part of the market. Adhering to the strategy of market driving and outside force driving, we should encourage and support large foreign logistic enterprises to establish subsidiary companies or jointly-run enterprises in China. And the mode of Third Party Logistics should be taken to exploit the logistic network and market space and eventually, to realize the connection and mutual prosperity of the home market and foreign market. More logistic business should be distributed to the third party to reduce the investment on its logistic department on the part of the enterprise, which requires that social distribution centers and private logistic ventures be developed energetically to promote the virtuous circle of market competition and the improvement of service level and the operating efficiency in this industry. And in doing so, the industrial planning and adjustment have to be taken into consideration as well. Meanwhile, the government should play its leading and serving role to provide political, legislative and market guarantees for the logistic development at present. All kinds of systems including the financing system, the property rights transfer system, the talent system, the market access or withdrawal system and the social security system etc have to be established to create a development and management environment in which all logistic enterprises compete fairly. Finally, as far as logistics industry itself is concerned, a highly efficient logistic operating network has to be built. And in accordance with logistics developing experience of foreign nations and the existing logistic fundamental conditions as well as distribution of economic development, we should set out a plan to build the logistic node and logistic network on the levels of comprehensive centers, logistic zones and distribution centers. minent bottleneck industry with an unbalanced increase of regional economies. In order to break the bottleneck and rationally promote the development of logistics industry, the most significant issue is, according to the author, that based on integration, such strategic measures as structural reform, mechanism transformation, and stock assets revitalization should be taken to promote logistics industry towards modernization. Therefore, correspondent reforms in logistics industry should be made with respect to ideas, systems, market, operation network and technology of logistics.
