我国自二十世纪八十年代初开始实施土地使用制度的改革,经过20多年的发展,已经基本建立了城市土地使用权有偿使用制度和公开土地市场交易制度,城市土地使用权的交易行为趋于规范,但是在城市土地交易中,仍然存在诸如管理制度不完善、存在土地投机行为和隐形市场交易等问题。影响了城市土地市场健康、有序的发展。 本文以我国城市土地使用权的交易方式作为切入点,运用经济学的方法对各种交易方式下的地价形成机制以及特点进行了分析,通过对比和借鉴发达市场经济国家和地区土地制度与交易市场管理的成功经验,对我国的土地出让及交易制度进行了评价和借鉴,并由此提出我国城市土地使用权出让制度存在的问题。 通过对隐形市场交易获取土地使用权进行重点分析,依据城市土地使用权隐形土地市场交易的博弈模型,分析了现有制度下隐形市场交易的成因及对策。提出了土地出让制度亟待规范、土地的供给制度要创新等建议。 最后,针对我国城市土地使用权出让制度和土地交易政策当中存在的问题,从土地调控方式、土地交易制度以及土地交易监管手段三方面进行了对策研究。
Our country began to implement the reform of the system of land utilization since the beginning of the eighties of the 20th century, after more than 20 years of development, have already set up the paid utilization system of the urban right to use land and disclosed the land marketing system basically, the trading activity of the urban right to use land tends towards the norm, but in the urban land trade, it still existing many problems such as institution of manage is not perfect , have land speculation behavior and invisible marketing issues which have influenced the healthy, orderly development of urban land market.This text regards trade way of the right to use land of our country as the breakthrough point, methods to use economics form to various kinds of land trading price of the mechanism and characteristic analyse, through comparing with and using for reference the successful experience of trade market management of developed countries and regions of market economy, land in our country sell and trade system is it analysed and evaluated, put forward of our country urban right to use the land sell system existing problem from this to draw lessons from to go on.Through obtaining the right to use land to analyse especially to invisible marketing, according to the chess match model of the invisible land marketing of urban right to use land, have analysed the origin cause of formation and countermeasure of invisible marketing under the existing system. Put forward land sell system demand urgently norm , supply system of land want the suggestion of innovating etc..Finally, sell the question existing in the system and land trade policy to the urban right to use land of our country, supervise from three ways, land regulation and control way, land trade system and land trade carry on countermeasure research.
