构建和谐社会需要建设服务型政府，服务型政府建设中公务员职业道德建设尤为重要。在构建社会主义和谐社会与服务型政府建设的紧迫要求下，如何搞好服务型政府公务员职业道德建设，是迫切需要解决的重要理论问题和实践问题。本文结合理论和实践，以构建和谐社会与服务型政府建设为立论，通过讨论服务型政府对于公务员素质要求，阐释公务员职业道德建设的重要性，在进一步分析公务员职业道德的内涵、特殊性质和地位的前提下，对于我国当前转型期公务员职业道德的现状作了较为系统和深入的研究，并提出服务型政府建设过程中公务员职业道德建设的具体对策。 论文分为四个部分：第一部分简述当前我国构建和谐社会的大背景，探讨了服务型政府的概念、内涵以及建设的前提和意义；第二部分通过明确我国服务型政府对于公务员素质的新要求，尤其强调和重视公务员职业道德建设的重要作用，通过分析公务员职业道德对于服务型政府建设的重要性，说明公务员职业道德建设是服务型政府建设的核心和决定性因素，直接影响和谐社会的构建与国家的长治久安；第三部分对公务员职业道德的现状利用实证进行分析，总结公务员职业道德建设的主流积极表现方面，同时指出了其中仍然存在的一些问题以及产生原因。第四部分根据服务型政府建设的实际，从四个方面提出改进和完善公务员职业道德建设的对策。
