80年代以来，全球社会政治经济生活中出现一个新的重要现象，就是非政府组织迅速发展以及它们作为国家之外的新的角色广泛参与人类社会各领域的活动。从世界范围看，非政府组织作为一种组织形式，虽然早在19世纪就已存在，但只是在20世纪80年代以后才引起世人的关注。非政府组织作为一个组织体系在进入90年代以后开始有了飞跃性的发展，不论是它们在全球社会经济发展中所起的作用还是它们对全球事务的影响力，这些年都上升到了新的水平。尤其是在环境领域，环境非政府组织声势不断壮大，起着不可或缺的作用。本文的目的，旨在从国际环境问题入手，全面地分析环境非政府组织的界定、起源和发展、兴起的背景以及其在环境领域的作用，从而正确评价这一现象。 本文分为四章，第一章“环境非政府组织的定义”。就非政府组织而言，一个清晰、确切，在理论上能被普遍接受的定义，还有待系统的阐述。本章主要分析了学术界对非政府组织具有代表性的三种定义，或宽泛或严格。本文采纳的是第三种看法，既不失之宽泛又不过于严格。在给予非政府组织本身一个明确定义的基础之上，环境非政府组织的界定就顺理成章了。另外，这部分还对环境非政府组织的起源和发展进行了概括性的描述，主要集中在说明80年代以来形成的环境非政府组织全球网络体系的概况。 第二章“环境非政府组织兴起的背景”。首先本章分析了国际环境问题的状况及特点：指出国际环境危机的严重性及环境问题自身的特点，要求出现全球治理体制以解决这一问题。接着分析国家治理体制的缺陷和不足，全球生态环境恶化的威胁，促使新的组织和行动机制来完成这一历史使命。非政府组织的兴起有其深刻的动因：现代信息技术、全球化和市民社会的发展推动着非政府组织力量的壮大。而环境非政府组织以其天然的优势进入环境领域，成为一股独特的起着不可替代作用的新生势力。 第三章“环境非政府组织的作用”是文章的主干。非政府组织作为环境政治中新兴独特角色登上历史舞台，它的作用是非常重要的，而且相当引人注目。环境非政府组织的作用概括起来包括以下几点：一、环境非政府组织最基本的政治切入点：将科学知识和保护自然、促进人类进步结合起来，非政府组织在环境领域发挥这种独特的桥梁作用。二、环境非政府组织通过影响国家、国际机构、商业公司的行为、政策，从而对全球的环境政策施加影响。三、环境非政府组织不仅仅是压力集团，而且是环境领域的政治活动角色。 第四章“环境非政府组织的评价”。环境非政府组织发展非常迅速，对其作用不子重视或片面强调都不是客观的态度，对这一国际政治领域新的发展形势应有全面的认识。首先非政府组织在国际社会中的积极作用不容忽视，发展非政府组织具有客观的必要性和重要性，非政府组织的作用将进一步扩张，我们必须充分重视非政府组织的作用。但非政府组织并不是一个完美的神话，它自身还具有缺陷，还存在一定的问题：如独立自主问题、内部矛盾问题等。这些问题解决得如何，将会深刻地影响到非政府组织的未来发展。 文章的最后是结束语，对全文的内容和体系进行了全面的总结，并且指出我国的非政府组织研究还十分滞后，非政府组织自身的发展也具有中国的特色。不论从理论上还是从实践看，我国的非政府组织都还刚刚起步。非政府组织在中国发展有着很好的前景。当然，如同任何一种新生事物一样，非政府组织本身也伴随着一定的风险。当务之急，是必须重视和加强对非政府组织的研究，以免失去或延误一个对我国社会经济发展具有重大意义的历史性机会。
Environmental issues cause human to face the challenge of existence and development, and deeply impact on the development of contemporary international relationship and evolution. In pace with internationalization and globalism of environmental issues, Non-governmental Organizations (NGOs) taking environmental protection as their important obligation and responsibility. At the same time, NGOs supporting international environmental protection have developed rapidly both in quantity and influence, and they have been promoting the international environmental protection undertaking. In short, environmental NGOs constitute a major new force in world environmental politics. This paper tries to give an overall study and analysis on the background, general situation and role of environmental in the environmental field.Chapter One concentrates on outlining the NGOs. First, it summarizes three definitions which represent broader sections of the scholars. Then it limits the NGOs and a rough development process of the environmental NGOs.Chapter Two analyzes the background of the environmental NGOs rising. International environmental problem has it own special characteristics and situation. As a result of its peculiarity, the system of state" s administration failed to solve the international environmental problem. It demands a strong strength to face the new condition. Depending on its own advantage, environmental NGOs become the pillar of environmental issues.Chapter Three is on the role of environmental NGOs, which refer to the following points: taking on a bridge between the knowledge and the practice of environmental protection; influence on the global environmentpolicy; acting as an active actor in environmental field and its giving full play to its strong power.Chapter Four focuses on appraising environmental NGOs. It is evident that environmental NGOs make positive contributions for environmental protection undertaking. Environmental NGOs is a force not to be ignored. But we must acknowledge their shortcomings. NGOs are not perfect. There are some problems which constrain their role to exert.In the tag, the nucleus of the paper is shortly generalized. And it is pointed out the brief status quo of NGOs " research in our country.
