我国各地区经济发展的差异、高校的日益扩招、高校收费与居民家庭支付能力的不协调、高校资助体系的不健全、学生自助和创业意识薄弱等原因,使得高校贫困生问题日益成为引发社会矛盾的症结,成为社会各界共同关注的话题。 高校贫困生主要来自贫困农村,认真抓好高校贫困生问题,完善勤工助学体系,引导弱势群体走出困境是构建和谐社会、建设社会主义新农村的重要举措。本文共分为四部分:第一部分绪论,包括问题的提出、研究的目的和意义、相关研究成果综述、概念界定和研究方法;第二部分河北省高校贫困生勤工助学现状的调查与分析。本部分通过访谈调查和问卷调查,概述了河北省高校贫困生经济贫困的现状及成因,指出了高校勤工助学工作中存在的问题及原因;第三部分阐述了河北省构建高校贫困生勤工助学体系的紧迫性与必要性;第四部分详细论述了河北省高校贫困生勤工助学体系的构建。在吸纳原有勤工助学工作经验的基础上,借鉴世界部分国家的勤工助学成功之举以及我国其他高校关于勤工助学的新措,本文提出构建勤工助学体系的建设性意见。
The difference of the economic development of each region in our country, the high school expands to recruit increasingly, high school charges and peoples" ability to expense is not moderate、the high school"s subsidizing system is not consummating and students" self-help and the consciousness of carving out is weak etc, these reasons make the problem of poor students" living condition be the sticking point that cause the social contradictions increasingly, and it becomes the hot topic which attracts the social attention. Poor students in Colleges are mainly form poor villages. Dealing with the problem of poor students" living condition, making the Poor Students" Work-study Program System perfect, guiding the low condition community out of the predicament are the important measurements that construct the harmonious society and new socialism villages. This text is divided into four parts: The first part is introduction, which includes the raise of this problem, the purpose and meaning of doing this research, overviews on research result related to, the definition of research concepts and research methods ;The second part is the investigation and analysis of the status of Poor Students" Work-study Program System in Colleges in Hebei Province. This text states the present status of poor students in Heibei high colleges and the causing of that problem by interview inquisition and questionnaires, pointing out the existing problems and reasons in Poor Students" Work-study Program System in Colleges; The third part addresses the impendence and necessity of constructing the System; The fourth part states the details of the construction of Poor Students" Work-study Program System in Colleges in Hebei Province .In absorbing the experiences we have learnt from the work we have done , learn from the successful examples of dealing with that problems in other countries and other high school"s new actions to solve that problem, this text raises constructive suggestions on constructing Poor Students" Work-study Program System.
