中国的工业园区建设是一种土地资源的集约配置方式,主要是通过统一规划、配套服务,使某一产业能够相对集中起来,节约管理成本,产生规模效应。工业园区成立22年来对我国的改革开放、体制创新、区域经济发展、城市化推动都产生了深刻的影响。随着政府职能的转变,经济和产业政策的调整,中国与WTO的接轨,区域与城际竞争愈来愈激烈,这就迫使中国的工业园区及其所在城市必须慎重制定其发展战略,不断提升其核心竞争力,真正实现园区的可持续发展。 基于国内外对工业园区的理论研究和对新加坡及苏州工业园区的经验分析,本文从国内外学者对工业园区不同的定义及描述出发,以新加坡发展工业园区的成功经验分析为切入点,结合中国苏州工业园区借鉴新加坡的经验成功开发建设的案例分析,探讨了中国工业园区未来的发展战略。本文在理论研究与数据分析的基础上,通过参与访谈和案例分析,详细论述了工业园区的基本内涵和理论背景,阐述了工业园区在经济发展和社会进程中的角色和作用,实证研究了新加坡及苏州工业园区的成功经验,并结合目前中国工业园区存在的主要问题,对中国工业园区未来的发展提出了对策研究与政策建议。
Our country’s industrial parks construction is a kind of a method, which is an intensive deployment of the land resources. The major method is through united planning to complete set of services. It makes the parks can relatively intensive, thrifty the cost of management, and produce the scale merit. Since our country’s industrial parks have been built up from 22 years ago, they have lots of great influences on different ways, like Chinese reform, system innovation, regional development and propel urbanization. As the changing of government function, adjusting the policy of the economy and estate, and joining track of China and WTO, the competition between region and city is more and more vehement. It compels Chinese industrial parks and local city have to make the developing strategy seriously, promote the ability of core competition, and realize the sustainable development of industrial parks. On the basis of the theory research and analyzing lessons of Singapore, domestic and foreign learners gave the definition and description of industrial parks. On the analysis of the successful lessons of Singapore industrial parks, combined with SuZhou industrial park drawn on the lessons of Singapore’s case, it discussed our industrial parks’future developing strategy. Also under the research and data analyzing, through participating interview and case analyzing, it expounded the background of intention and theory; described industrial parks had played an important role and function of the development of economy and process of the society. It not only researched Singapore and SuZhou industrial parks’successful lessons, but also analyzed our industrial parks’major problems. What’s more, it put forward the counter-measures of the industrial parks’future development and policy suggestion.
