需求侧管理是一种优化用电方式、节约能源和降低成本的用电管理活动。本文在分析需求侧管理的效益、原则、特点和技术措施的基础上,结合需求侧管理和我国电力市场的特点,研究了需求侧管理在我国的实施环境。由需求侧管理与电价的关系分析得出结论:电价是联系供应侧和需求侧的纽带,需求侧管理的实施需要电价的刺激和激励作用,合理的电价是成功实施需求侧管理的关键。因此,本文针对我国电力市场的特点,在研究国内外电价改革经验和教训的基础上,分析了上网电价和销售电价的形成机制,采用数据包络分析方法,建立了发电厂生产效益的评价模型,并对利用电价的作用在电力市场中实施需求侧管理进行了实证研究。这对于我国实现电力工业可持续发展的战略,以及保证我国经济安全稳定的发展具有重要的意义。
DSM is one kind of power consumption management activity, which optimizes power consumption way, economizes energy and reduces cost. Based on analyzing the benefit, the principle, the characteristic and technology measure, etc, combining the characteristic of DSM and our country electricity market, the thesis researches the surrounding in implementing DSM. The result with analyzing the relation to DSM and electric price is that the electric price is a bridge between providing electricity side and DSM. The electric price is incentive for implementing DSM. And reasonable electric price is the key to putting DSM in practice. So, the thesis, aiming at the characteristic of our country electricity market and researching lessons from the electric price reform at home and abroad, purposefully analyzes the forming mechanism of electricity generation price and sale price, builds production efficiency model of power plants by adopting DEA method. And demonstration researchs that DSM can be implemented in the power market by the power price action, which is important for our country to achieve the sustainable development of the electricity industry and ensure secure stable development of economy.
