城市化对21世纪中国的发展具有十分重要的意义。如何实现城市的全面协调可持续发展,使城市成为人类生活理想的家园,已经成为城市化进程中的首要问题。在我国,长期以来养成了处处依赖政府的习惯,进而形成一种依赖政府的文化传统。政府一介入,很多具体的事情就迎刃而解。从当前城市管理的实践看,可以说,政府介入经济活动,是一把双刃剑:没有政府介入经济活动,中国经济不会有持续的高增长率,但政府的介入也带来了地方保护、地区封锁或者对企业活动的直接干预等本不该政府管的行为的发生。在我国的城市化进程中,从理论上讲,一方面要求政府放弃计划经济管理方式,另一方面又要负担起在市场经济条件下管理现代城市、驾驭城市市场经济的新职能。但计划经济体制和计划管理方式的偏好在城市仍然严重存在的前提下,这种两极的选择对于目前中国的政府却是两难,在这两难之中如何做出选择,对政府来讲是艰难的。政府管理体制改革的到位不仅取决于政府管理体制改革本身,还取决于观念的转变,更需要有科学的理论指导。 本文在结构上共分为5个部分。 第1章为绪论。简要介绍了本文的研究背景、研究意义、国内外相关的文献综述、本文的研究内容和方法。第2章对政府行为与城市化分别进行简要介绍,首先阐明政府行为的涵义,其次介绍了城市化的内涵、作用、演变机制,在此基础上分析了政府行为与城市化的相关性。第3章是建国以来中国城市化进程中政府行为的变迁。首先回顾了建国以来城市化的发展变化,接着归纳分析了我国城市化进程中的政府行为。第4章分析了中国城市化进程中政府行为存在的问题。该部分着重研究当前我国城市化进程中政府在政策制定、行为规范方面存在的问题对城市化进程造成的影响。第5章讨论中国城市化进程中政府行为的优化。
The urbanization has the extremely vital significance to the development of China towards 21 centuries. How to realize the city comprehensive coordinated sustainable development, causes the city to become the humanity to live in the ideal homeland, has already become the most important question in the urbanized advancement. In our country, Fostered the custom that everything relied on the government since long ago, and then formed a kind of dependent government cultural tradition. A government involvement, many concrete affairs are easily solved. Looked from the current city management practice that, may say, the government involves the economic activity, is a double-edged sword: Have no government to get involved economic activities, the Chinese economy will not keep on of high growth rate, but government"s involvement has also brought the place protection, the local blockade or to the enterprise activities direct intervention and so on originally should not the government tube behavior occurrence. In our country"s urbanized advancement, theoretically speaking, on the one hand, it requires giving up a planned economy management method, on the other hand, it must face to the new responsibilities that manage modern city and control the new working talent of city market economy under market economy condition. But the planned economy system and the project management way still was by chance serious in the city under the premise which existed, this kind of two-pole choice was actually in a dilemma regarding the present China"s government in, how was in a dilemma in this makes the choice, said to the government is difficult . Not only the government management organizational reform arriving is decided by government management organizational reform itself, but also is decided by the idea transformation, needs to have the science theory instruction. This paper structurally has five parts: Chapter 1 is the introduction, introduced briefly this article selected topic background, the selected topic significance, the domestic and foreign correlation literature summarizes this article research content and the research technique. Chapter 2 separately carries on the brief introduction and the elaboration to the government behavior and the urbanized advancement Since chapter 3 has been the founding of the nation in the Chinese urbanization advancement the government behavior vicissitude. First reviewed the founding of the nation the urbanized development change, and then induced analyzitation of our country urbanization advancement government behavior. Chapter 4 has analyzed the government behavior existence question in the Chinese urbanization advancement. Chapter 5 discusses in the Chinese urbanization advancement the government behavior optimization.
