城市土地是城市存在与发展的物质前提,是城市社会经济运行的物质载体,伴随着工业化的迅速推进,中国的城市化进程不断加快。一方面,城市社会经济的发展对城市土地提出了巨大需求,城市存量土地粗放低效利用现象比较普遍;另一方面,城市急剧膨胀,农地非农化较为严重,耕地资源不断减少。针对我国人多地少的现实,如何保护耕地资源,努力提高城市土地资源的利用效率,促进城市土地集约利用已是一个迫在眉睫的任务。进行城市土地集约利用研究不仅有益于土地利用理论发展,而且对城市土地利用实践也有较强的指导意义。本文在广泛参考国内外城市土地集约利用相关研究的基础上,以宣城为案例地,遵循定性与定量相结合的原则,从系统论的角度对城市土地集约利用进行了深入研究。文章首先从理论的角度阐述了城市土地集约利用系统,分析了宣城城市土地集约利用系统现状。在此基础上构建了城市土地集约利用评价的理论体系,并评判了宣城城市土地集约利用状况,通过评价诊断出城市土地集约利用的障碍因素,并有针对性的提出了促进城市土地集约利用的相应调控措施。 全文共分六章: 第一章全面回顾了国内外城市土地集约利用相关研究进展,从研究内容、方法等方面作了对比分析,指出了目前在城市土地集约利用研究领域所存在的薄弱环节。在此基础上阐述了本文的研究背景、主要研究内容、研究方法与基础理论。 第二章在回顾已有的城市土地集约利用内涵界定的基础上,重新认识了城市土地集约利用内涵;然后从系统论的角度分析了城市土地集约利用系统模型、系统特点、系统结构;分析了宣城城市土地集约利用系统现状。 第三章在城市土地集约利用系统分析的基础上,参考相关研究成果,阐明了城市土地集约利用评价原则、任务和评价对象、评价内容、评价程序;通过对已有的城市土地集约利用综合评价方法的分析,构建了基于AHP-FCE的评价模型。 第四章从系统论的角度,根据指标选取原则,构造了21个城市土地集约利用评估指标,构成了由目标层、要素层、指标因子层组成的城市土地集约利用综合评价指标体系。运用AHP-FCE模型,以宣城市为案例地,对城市土地集约利用状况进行了判定,评价模型通过了α≥0.5的有效性检验。 第五章针对评判结果及城市土地集约利用障碍因素,提出了宣城城市土地集约利用的调控目标及相应的调控措施。 第六章结语。指出本文研究的主要结论及需进一步完善的工作。
The urban land is the material premise of the city existence and the developments and is the material carrier of the economic movement.Accompanying with the quick industrialization, the progress of the urbanization continuously speed in China. The development of the society and economy need huge urban land, the phenomenon of the land extensive and the low effect utilization in the city widespreades.On the other hand, the city inflates rapidly,the phenomenon that farmland turns non-agriculture land is more serious, and the cultivated land resources reduces continuously. Aiming at the actuality that there are a lot of person but the land is little in our country, how to protect the cultivated land resources, raise the use efficiency of the land resources and promote the urban land intensive use is already an important mission. Carrying on the research of urban land intensive use is not only good for the theories of the land use, but also has the stronger leading meaning to the practice of land use. Basing on the local and foreign researching of urban land intensive use, this paper takes the city of Xuancheng as the research object, follows the principle of qualitative analysis and quantitative calculation, thoroughly researches the urban land intensive use from the angle of the system theory. This paper firstly elaborates the urban land intensive use and the intensive use system. Basing on the construction of the theories system for urban land intensive use evaluation, this paper analyzes the present condition of the urban land intensive use in Xuancheng. In the end the corresponding countermeasures and suggestions that are aiming at the obstacles to urban land intensive use are put up. This paper is divided into six chapter: Chapter 1: The article looks back the internal and foreign progress of the research on urban land intensive use, then points out the weak link currently in the study realm of the urban land intensive use through analyzing the research contents, method etc. At last elaborates the research background, main contents, research method and basic theories of this paper. Chapter 2: Looks back the connotation of land intensive use, then comprehends it again. Then from the angle of the system theory analyzes the system model, characteristics and structures of the urban land intensive use, and analyzes the present condition of the urban land intensive use in Xuancheng. Chapter 3: Consulting the related research results, indicates the evaluation principle, the target, the type, the contents and the procedure of the urban land intensive use. Then set up the comprehensive evaluation model based on the AHP- FCE. Chapter 4 : According to the principle that selected the index, constructs 21 evaluation index sign of urban land intensive use .Then constitutes the comprehensive evaluation system that is constituted by target layer, main factor layer and the index sign factor layer. Making use of the comprehensive evaluation model of the AHP- FCE, this paper takes the city of Xuancheng for example, judges the condition of the urban land intensive use, and takes the examination to the model. Chapter 5: Puts forward the corresponding control target and countermeasures that are aiming at the obstacles to urban land intensive use. Chapter 6 : A conclusion part.Indicates the main conclusion of this research and some works needed to complete.
