中外实践表明,资源型城市发展到一定阶段都面临着转型问题。在转型过程中,因各国(地区)的实际情况不同,转型的方式和效果也不同。我国东北老工业基地资源型城市的矛盾比较突出,困难比较大。如何利用当前国家实施振兴东北老工业基地政策的有利时机,同时借鉴国外先进经验,有针对性的提出东北地区资源型城市转型的对策措施,是摆在理论工作者和实际决策者面前的崭新课题。本文尝试对此课题做简单探讨。本文首先对资源型城市进行理论界定,包括资源型城市概念综述和转型的意义等。其次提出资源型城市转型的依据,包括理论依据和实际依据。在此基础上,对东北老工业基地资源型城市转型问题进行了较全面的分析。最后,从发展接续产业和改善软环境等方面进行了对策措施研究。
The resource city of the Northeast blindly exploit local resources in a long time(the majority is the non-renewable resources among them). Under the socialist market economy condition at the present stage, some problems urgently to be solved have appeared. Therefore it will be of great importance to research about the measures and policies about transition in the northeast. The thesis gives a tentative discussion about this problem and it is divided into six parts. Part one is preface. The resource city of the Northeast undergo decades of development. And these cities appear many problems in various degree, such as, economy develops slowly, resources are exhausted, the total unemployment increases, the social concern is serious. The similar question appears and brings government"s attention in such developed capitalist countries such as America and Europe as far back as the fifties and the sixties of last century. It is obvious that the transition of the resource city is its only way of developing into certain stage. If there are some specific measures to help the resource type city of the Northeast of our country makes the transition, the results can not only promote the development of these cities own, but also play the exemplary role to the transition of other resource cities. Part two is the introduction of resource cities. Firstly, the thesis has introduced the understanding of resource cities that a lot of scholars put forward from different angles. I have defined the concept of the resource city on this basis. Secondly, the thesis has introduced the important function of the resource city and meaning of making the transition. The transition is important for the resource city oneself and national economic construction. Part three is the theoretical and realistic basis theory makes the transition of the resource city. Firstly, the thesis has introduced three theories that can help transition of the resource city. Secondly, the thesis has introduced the successful experience that the Chinese and foreign resource cities for the transition. Part four talks about the summary and transition in the resource city of the Northeast. First of all, the resource city of the Northeast is the corresponding city of city of manufacturing industry. It is formed and depended on its own physical geography advantages mainly. Now is the key period that carries out the policy of revitalizing the old industrial base of the Northeast. The reform and development of the Northeast resource city can play a good example for resource cities against the whole country. And it can also promote the development of whole Northeastern regional economy. Secondly, the thesis has introduced the resource city of the Northeast to expose some questions during the process of making the transition of the city. Include mainly: First, resource cities rely on resource seriously and have unreasonable economic structure. Second, resources are exhausted gradually, the pillar industry is assaulted, and city development is lack of motive force. Third, the city development is scarce plan, the infrastructural construction lags behind, and the social concern can"t be ignored. Fourth, the environment is seriously polluted, the geological calamity is aggravated, and the ecosystem is destroyed. Part five is the countermeasure that the resource city of the Northeast makes the transition. This part is a focal point of the full thesis. The thesis proposes the suggestions of three respects for the transition of the resource city of the Northeast. First, the choice of the supersede industry. Supersede industry in the resource city should choose on the basis of following market based principle, and develop the industry which contains high scientific and technological content , consume resources low, pollute environment few, promote the new-type industrialized process, and promote economic、social、
