我国城市弱势群体是经济体制改革和社会结构转型的产物,规模日益庞大,他们在劳动力市场竞争中处于劣势,就业能力低下是其主要表现之一。在宏观就业形势日益突出的今天,如果完全按照市场规则简单地把他们推向社会,存在着严重影响经济发展和社会稳定的风险。如何缓解这一群体的就业问题,成为了转型时期我国宏观经济的主要问题之一,已引起社会各界的广泛关注。 本文首先阐述了城市弱势群体的概念、构成;其次,揭示了该群体的就业现状、特征、面临的形势以及就业问题对经济社会发展所产生的负面效应,指出研究的重要性;再次,分析了该群体就业陷入困境的理论成因和制约其稳定就业的因素;最后,结合我国城市弱势群体就业的实际状况,并汲取国外促进该群体就业的经验,提出了促进我国城市弱势群体就业的对策与建议。
With the furthering of economy system reform and conversion period in China, the Urban Social Vulnerable group is an inevitable product and gradually coming out. They are weak in job competition. If their employment couldn"t properly solved, it will severely affects the Chinese economy development and the stably environment of our society. How to promote their employment has been one of the most important questions of macro economy and has become the focal issues of the peoples" attention. This thesis firstly discusses the concepts and composition and the features of Urban Social Vulnerable; secondly analyzes the bad situation in their employment to explain why it is very important to study this issue. Third try to find the reason which causes them in bad situation of their employment. In the end, Combining with domestically practical situation and using the experience of other developed countries for reference, the thesis put forward the countermeasures and proposals to promote the Urban Social Vulnerable groups employment.
