农民养老问题是现阶段我国农村迫切需要解决的重要问题之一。 本文首先从历史的角度考察了我国农民养老保障的变迁,继而以四川省隆昌县为具体实例,从社会养老、社区养老和家庭养老三个方面,对农民养老保障的现状和存在的问题进行了分析。指出随着我国人口老龄化和城市化进程的加剧,以家庭养老为主的保障模式正在面临挑战,养老的功能已日显不足,社会保障体系还未形成,如何应对农村老年人的养老风险,逐步成为一个紧迫的问题。针对这一现实,文章接下来对农民养老的社会化进行了探析,认为社会化养老作为现实的选择和发展的需要必然逐步取代以家庭养老为主的保障模式。农民社会化养老并不意味着要完全的取代家庭养老和集体养老,相反,在推行农民养老社会化的过程要继续发挥家庭养老和社区养老的功能,寻求建立一种社会养老为主,家庭和社区养老相结合的多元化保障模式。只有这样才能充分满足社会成员多层次的保障需求,才是解决农民养老问题的现实选择。文章最后对我国农民社会养老保险制度建立的必要性和可行性进行了深入的分析,在借鉴国外一些国家农民社会养老保险制度建设经验的基础上,提出了完善我国农民养老保障制度的总体思路和政策建议。
The resolution of the elder security of Chinese peasants is one of their basic requirements, which is also one of the problems to be solved immediately. In order to make the resolution more clearly, the author analyzes the problem from different points, which are as follows: Firstly, this article reviews the history of Chinese peasants’elder security, and analyzes the current situation in the countryside, especially in Longchang County in such three aspects as social elder security, community elder security and family elder security, and then points out the fact that with China’s industrialization, the functions of family-retirement-provision-system are weakened; at the same time, the functions of social security are lacked. How to deal with this kind of situation becomes a pressing question. In order to adapt to the great change, the author considers that Chinese society should begin to play an active role in providing for her aged peasants that is the realistic choices and the developed requirements. The socialization of the rural elder provision doesn’t mean that it will replace the family provision completely. On the contrary, the family provision and the community provision will take action continually in the course of fulfilling the socialization of the rural elder provision. Subsequently, the author ascertains the feasibility of the rural elder endowment insurance in the countryside,and analyzes the experience of the endowment insurance from other countries, and acquires some valuable inspirations in solving the problems of the countryside. Finally, basing on the above, the author puts forward the suitable suggestion of how to perfect the rural elder security in the countryside.
