经济全球化不是一个孤立的经济现象,它伴随着政治、文化、社会等一系列的变革。经济全球化对我国政党政治的发展带来了不可忽视的影响。突出表现是经济全球化与政党政治发展的历史过程息息相关,全球私人力量和全球范围内的公民社会力量对政党政治的作用日益凸显,研究其中的关联对于我国政党政治发展的路径选择具有重要现实意义。在理论方面,对经济全球化与政党政治发展路径选择问题的研究,是对经济全球化理论和政党政治理论进一步深化和拓展的一次努力,是对马克思主义关于政党政治理论的一个探讨。在实践方面,是为努力构建社会主义和谐社会,建设和完善社会主义市场经济和社会主义民主政治为目标的,是对新时期党的两大历史性课题即“提高党的领导水平和执政水平、增强拒腐防变和抵御风险的能力”努力探索工作的一部分。 论文由导论、正文、结论三个部分组成。 导论部分,介绍论文选题依据和研究方法等问题。 正文分为五个部分。 第一章围绕经济全球化与政党政治的发展,论述经济全球化与政党政治的本质联系。经济全球化的实质是社会化大生产在全球范围的扩张和拓展,社会化大生产的发展导致市场经济、公民社会和资产阶级的出现;政党政治是资本主义社会化大生产发展到一定阶段的必然产物。最后,把二者联系起来,坚持逻辑与历史的统一,回顾了在三次经济全球化浪潮的推动下政党政治的发展历程。 第二章分析经济全球化第三次浪潮与政党政治的关联,探索新一轮经济全球化与政党政治正在发生的联系及存在的规律。阐述经济全球化各因素包括网络与信息技术、跨国公司、国际银行、非政府组织、利益集团与政党政治发展的联系,并把经济全球化的进程与结果对政党政治的影响作了分析;其次,展望经济全球化与全球政党政治发展新趋势,根据以上论述,从历史及客观现实来展望政党政治未来走势,即把研究的重点由历史转移到现实再到未来;最后,分析“第三条道路”及其启示,主要谈经济全球化条件下西方社会左翼政党的现代化政治主张。 第三章阐述了经济全球化与中国的政党政治形成与发展,回答我国的政党政治发展与经济全球化的联系,这是论文的重点。分为五个小部分,一是经济全球化与中国政党政治的历史演进。这一部分侧重历史研究,回顾了我国政党政治发展的历程,揭示了中国政党政治也是与经济全球化和社会化大生产有密切联系的;二是考察了经济全球化浪潮与工人阶级政党政治的发展历程,论证工人阶级政党政治是与人类社会化大生产的发展最相适应的政党政治形态,对以中国共产党领导的多党合作政党制度为特色的我国政党政治的形成和发展进行了回顾和思考,从而揭示了我国政党制度是近代历史发展和人民选择的结果;三是我国政治文化传统与政党政治。一定的政党政治建立在一定的政治文化基础上,文章通过对我国传统政治意识文化、行为文化、制度文化的分析,论述传统政治文化影响下我国近代政党政治的主要特点,及其对我国未来政党制度的重要影响;四是论述工人阶级政党和政党政治的成熟和完善对于社会主义的前途和命运关系极大。从国际共产主义运动和我国社会主义事业的前途和命运的高度,强调工人阶级政党政治发展路径选择的深远意义,社会化大生产的发展前景昭示着工人阶级政党政治的发展道路;五是因应经济全球化发展的要求,加强党的先进性建设。加强党的先进性建设是对上述问题和挑战的一个回应。 第四章阐述因应经济全球化发展的要求,加强党的意识形态建设。首先,经济全球化条件下,由于市场经济的发展,改革开放的逐渐深入,阶级阶层结构的不断分化,人们对不同利益的诉求以及价值观的变革,党的意识形态建设面临新形势;其次,经济全球化态势下,西方各种反共主义意识形态不断翻新,对这些谬论的剖析,有利于我们认清我国意识形态发展的外部环境,经济全球化的发展,要求中国共产党意识形态不断与时俱进,这是加强我国政党政治建设的重要一部分;最后,要树立新的和谐理念,推动我国多党合作制度的不断完善和发展。和谐理念是传统政治文化留给我们的宝贵遗产,对它的批判继承必将有利于我国政党政治发展路径的选择。 第五章谈关于党的民主制度和反腐倡廉两个问题。党内民主是党的生命,而党的民主建设最重要的就是要加强制度建设,协商民主是具有中国特色的政治制度,是符合国情的一种制度创新,必须继续坚持完善和发展。社会主义法制是我国政党政治发展的保障,也是社会主义民主政治的必然选择。总的来讲,党内民主、法治的实行最终是为确保和真正实现人民民主,即人民当家作主;经济全球化条件下腐败问题有了新的发展,加强反腐倡廉建设,是继续完善和发展我国政党政治的迫切要求。 结论主要阐述五个问题。一是我国政党政治发展要适应世情、国情、和党情的变化;二是建国以来我国对政党政治发展路径的探索;三是选择政党政治发展路径时应遵循的基本原则;四是要继续大胆探索我国政党政治发展的新路径;五是论证我国政党政治进一步发展的目标。政党政治发展是一个历史过程,随着社会主义现代化建设的推进,必须为政党政治发展规划长期和阶段性目标。长期目标和阶段性目标是一种相辅相成的关系,前者指导后者,后者推动前者。要集中精力完成重要的阶段性目标,同时不断密切关注长期目标,从而使长期目标和阶段性目标相结合,逐步推进。
Accompanied by political, cultural, social and other changes, economic globalization is not an isolated economic phenomenon. In our country, for the development of party politics, economic globalization’s impact should not be overlooked. The most prominent phenomenon is that economic globalization is closely linked to party politics in the history of the development process, the global private forces and the global civil society have become an increasingly prominent role in the forces of political parties, for choosing the path of China"s party political development, studying the links of connection between them is of great realistic significance. In theory, studying economic globalization and that how to select the path of party politics development is further deepening and expanding the economic globalization and party politics theory, and is an exploration on the Marxist theory of party politics. In practice, it severs for striving to build a harmonious socialist society, building and perfecting the socialist market economy and socialist democracy, and makes efforts to explore the two historic tasks of the party in the new era, "to improve the party"s level of leadership and governance, to fight against corruption and enhance its ability to resist risks". The paper comprises three components: the introduction, the text and the conclusion. The introduction discusses the values of the topic, research methods and other issues. The text includes five parts. The first chapter focuses on economic globalization and the development of party politics; discusses the nature of political links between the economic globalization and political parties. The essence of economic globalization is the expansion and development of socialized mass production in the global scope, the development of socialized mass production led to the development of the market economy, civil society and the emergence of the bourgeoisie; party politics is the inevitable product of the capitalist society when its socialized mass production developed to a certain stage. Finally, the two aspects are linked to uphold the unity of logic and history, recalls the development of party politics under the impetus of the three economic globalization waves. The second chapter analyses the correlation between the third wave of economic globalization and party politics, explores the links and the laws existing in the new round of economic globalization and party politics. Expounds various factors of economic globalization including the linkages between party politics and the internet and information technology, transnational corporations, international banks, non-governmental organizations, interest groups and etc, also analyses the impact of the process and results of economic globalization on party politics; Secondly, looks to the future trends in the economic globalization and the development of party politics, in accordance with the above discussion, from the history and the reality, looks to the future trends of party politics, that is shifting the focus of the study from history to now and future; Finally, analyses the "third way" and its enlightenment, mainly discusses the views of the leftist in political modernization of Western society under the conditions of economic globalization. The third chapter expounds economic globalization and party politics’formation and development in China, to uncover the ties between our country"s political development and economic globalization, which is the focus of papers. It is divided into five small parts: the first part is about economic globalization and China"s historical evolution of party politics. This part focuses on historical research, reviews the history of China"s party politics development, and reveals the party politics of China is also closely linked to economic globalization and socialized mass production; The second part inspects the development of the party politics of working class with the tide of economic globalization, demonstrates that the party politics of working class is the most suitable party politics form with the development of socialized mass production, reviews and reflects the formation and development of party politics system of China which is characterized by CPC-led and multi-party cooperation, reveals the China"s party politics system is the result of the modern history and the choice of people; The third is about China"s political culture tradition and party politics. The certain party politics is established on a certain political culture, by analyzing the culture of political traditional of our awareness, behavior, system, the paper demonstrates the main features of party politics of China in modern times under the influence of the traditional political culture, and its important impact on the future party politics. The fourth part discusses that the maturity of working class party and party politics have a great influence upon the destiny and future of the cause of socialism. From the height of the international communist move and the future and destiny of the cause of socialism, stresses the far-reaching significance of choosing the path of working class party politics, the socialized mass production indicates the path of working class party politics; The fifth part is about how to adapt to the development of economic globalization, strengthening the Party"s advanced nature building, which is a response to the above-mentioned problems and challenges. The fourth chapter makes a response to the requirements of the development of economic globalization, discusses strengthening the Party"s ideological building. First of all, under the conditions of economic globalization, owe to the development of market economy, the gradually deepening of reform an opening, and the continuing dividing of class and layer structure, the different interests and the changing values of people, the party"s ideology building is facing with a new situation; Under the trend of economic globalization, the various anti-communism ideologies have kept appearing in the West, analyzing these fallacy will help us understand the external environment of ideological development in China, the development of economic globalization requires that Chinese Communist Party’s ideology constantly advances with the times, which is an important part in strengthening our party politics building; Finally, we should establish a new concept of harmony, and promote China"s continuous improvement and development of multi-party cooperation system. Harmony concept is a precious legacy that the traditional political culture has left us, with right criticizing it and inheriting from it, it will be fruitful for choosing the development path of part politics in China. The chapter five talks about two issues, the party"s democratic system and anti-corruption, Intra-party democracy is the life of the party, and the most important thing in the building of party"s democracy is to strengthen building the systems, Deliberative democracy is the political system with Chinese characteristics, is an innovational system in line with our national conditions, we must continue to adhere to, improve and develop it. The socialist legal system is the protection for development of party politics in China, is also a natural choice of the socialist democratic politics. Generally speaking, the implementation of intra-party democracy and rule of law is to ensure realization of genuine people"s democracy, that is, the people being the masters; under the conditions of economic globalization, the corruption shows new features, strengthening the anti-corruption campaign is an urgent demand of continuing to improve and develop the party politics in China. The conclusion part includes five issues. Firstly, China must adapt the development of party politics to the world situation, the country conditions, and changes in the party situation; Secondly, we have explored the development path of party politics in China since1949; Thirdly, the basic principles should be followed when choosing the development path of party politics, Fourthly, we should bravely overcome the difficulties, continue to boldly explore a new development path of party politics; Finally, demonstrating the further development objectives of our party politics. Party politics’development is a historical process; with the socialist modernization driving forward, we should plan the long-term and short-term development objectives of party politics. Long-term goals and short-term goal has a mutually reinforcing relationship, the former guides the latter, and the latter promotes the former. We must concentrate on the completion of important milestones, at the same time, constantly paying close attention to long-term goals, so that we can combine the long-term goals with the short-term goals, and go forward step by step.
