党的十六大提出，21世纪前20年我国的发展目标是全面建设小康社会、基本实现现代化。在全面建设小康社会的进程中，最大的难点在于解决“三农”问题，即农业、农村和农民问题。当代农业正朝着信息农业方向发展，信息作为一种新的生产要素正在发挥着越来越重要的作用。现代农业是与信息化同步的农业，因此要实现农业现代化，必须积极利用现代信息科技的发展成果，加快农业信息化进程。 从我国目前农业信息化发展情况来看，与世界上农业信息化发达的美国、法国、印度、以色列等国家相比，我国的农业信息化发展水平尚处于起步阶段。那么，是什么因素制约了我国农业信息化进程呢?本文分析了我国农业信息化发展的障碍表现在以下几个方面：(1)地方政府和农户对农业信息化建设的认识不足，信息观念淡薄；(2)政府部门条块分割，缺乏统一的信息标准、立法保护和政策引导；(3)农业信息基础设施相对滞后；(4)农村经济发展不平衡；(5)农民的文化水平和信息素质低；(6)软件的研究开发欠缺。为此，提出了农业信息化建设策略。 当前，“三农”问题己被列为党和政府工作的重中之重，本文的研究目的是希望通过农业信息化建设促进农业的现代化建设，对解决“三农”问题有启示作用。
Our party proposed,in the early 20 years of the 21th century, our country"s development goal is the comprehensive construction of well-off society, and the realization modernization. In incomprehensive construction well-off society"s advancement,the biggest difficulty lies in the solution of the question"three agriculture", namely agriculture, countryside and farmer question.Nowadays the agriculture develop towards the information agriculture.It is known to all that the information that is used as one kind of new elements of production is playing the more and more vital role. The modern agriculture is becoming an information based society synchronization agriculture.Therefore,to realize the agriculture modernization and to expedite the proceeding we must positively take advantage of the achievement of the modern information science and technology.Looked at present from our country, and compared to the developed country such as US, France, India, Israel and so on, our country"s development of becoming an information society still was at the start stage. Well, what is the factor that has restricted our country agriculture developing? This article analyzed the barrier our country agriculture has met:(1) To agricultural becoming aninformation based society construction understanding in sufficiency, The information idea is light;(2) Government department division of vertical ,Lacks the same information standard, the legislation protection and the policy guidance;(3) The installation of agricultural information still backward;(4) The rural economy development is not balanced;(5) Farmer"s cultural level and the information quality are low;(6) The lack of the software research development.Therefore,our government proposed the strategy of making the agricultural informationedPresently. "Three agriculture" the question has been listed as the most important work of the party and government.Researching this article is to help the agricultural modernization and to give some ideas to the solution of the question "three agriculture".
