改革开放以来，尤其是进入20世纪90年代中期以后，随着社会主义市场经济体制的逐步建立，特别是实行高等教育成本分担制度改革以后，高等教育部分费用由个人、家庭负担，高校贫困生问题日益突出，已成为高等教育事业发展中的焦点问题和社会关注的热点，成为了新时期高校思想政治工作者必须正视和研究的新问题。本文在这种背景下进行探索和研究，全文共分三个部分。 第一部分：研究高校贫困生问题的意义。文章从社会、高等教育、思想政治教育以及贫困生四个不同的出发点，阐明研究高校贫困生问题是社会稳定和发展的需要，是深化高等教育改革和发展的需要，是提高高校思想政治教育实效性的需要，是高校贫困生健康成长的需要。 第二部分：高校贫困生问题分析。文章认为高校贫困生问题应从三个不同角度来分析：一是社会为高校贫困生工作提供的软硬环境不能适应解困工作的需要，因而导致贫困生解困工作开展得不够理想；二是高校以“奖学金、助学贷款勤工助学、助学金、减免学费”为主要内容的资助体系仍存在不足之处，未能有效地发挥资助功能；三是由于贫困的负面影响，使贫困生自身面临诸多问题，对他们身心产生较大危害，并阻碍他们的健康发展。 第三部分：解决高校贫困生问题的对策。本部分是本课题的重点，也是本文研究的目的所在。针对前文所述种种高校贫困生问题，结合新形势发展的需要，探讨了解决高校贫困生问题的途径、方法。文章较为全面地提出相应解决措施：一是加强高校贫困生思想政治和心理健康教育，提高贫困生思想认识水平，培养贫困生健全的人格，把解决贫困生问题与培养合格人才结合起来。二是加强对贫困生工作支持和管理力度，充分发挥政府统筹和政策导向的作用，建立高校贫困生解困工作良性环境和机制。三是完善高校贫困生资助体系，针对资助工作实施过程中出现的问题，提出扩大“奖、助、免”覆盖面、大力推进国家助学贷款工作、深化勤工助学机制以及完善高校贫困生资助管理制度等措施。
The problem about college student under the poor condition is becoming a great issue since beginning of reform and opening, especially since 1990s. Following the establish of system of market-regulated economies of socialism and the reform of the share the burden for higher educational cost, it become a social focus and a key point in development of higher education. It also becomes a new issue that is worth looking squarely at and researching to educator majoring the political ideology education in college in new stage. In the paper, we do series of exploring and research under the situation. It includes three sections:The first part mainly deals with the importance for study on the problem about poor college students. It was discussed from four different aspects, social, higher education, political ideology education and poor college students themselves, to clarify significance of the study. This is necessary for maintaining the stability and progress of society, deepening the reform and development of higher education, improving the utility value of political ideology education in college, and guaranteeing the growthof poor college students healthily.The main cause of poor college students was involved in part two. We think that the question should be expounded in three different point of view: the working environment for poor college students supported by college is not completely suitable for need for solution of students" poverty, the finance aid system, scholarship, loan from band, grant-in-aid, subsidy and tuition exempt, still exists some defects, because some negative factors are brought about by poverty, poor college students are faced with many problems , and seriously injury their health in body and mind, as well as blunt their development.The third part is about how to deal with the problem college students" poverty. To aim directly at the cause of college students" poverty, considering current situation, we deliver three methods described below: First, it is necessary to strengthen political ideology education and mental health education. We must well integrate the solution for the problem about poor students with cultivation of top students. Second , we must reinforce the support and administration of working for poor students, bring into full play of administration and guidance of government, create a well environment and mechanism against college students poverty. Third, we must consummate the finance assistance system in college; enlarge the cover field of scholarship, grant-in-aid and tuition exempt, push about the governmental aid system, and deepen the mechanism of part-time jobs, and flawless the rule of college aid system for poor students.
