体育科研是一门综合性的研究学科，它需要多种学科的支持，普通高校学科门类齐全，这种学科设置可以为体育科研提供深广的研究背景和强大的技术支持，使得体育科研可以借鉴自然科学和社会科学诸多学科的研究成果，有利于体育的综合化研究，更有利于体育科研的自身发展。普通高校体育科研在山东省体育科研队伍中已占有相当大的比重，调查研究它的现状并提出相应对策，无疑会对山东省体育科技水平的提高有很大的促进作用。因此，本课题采用文献资料法、问卷调查法、数理统计法和专家访谈法等研究方法对山东省28所具有代表性的普通高校体育系、体育教研部教师90～99年的科研成果及学科和实验室建设进行准确、完整的调查研究，将调查结果统计分析，并根据存在的问题提出适合我省普通高校体育科研实际情况的对策，研究得出以下结论： 1．学科队伍建设不完善：学历结构不合理，博士生、硕士生比例太低；青年科研人员比例较多；没有形成良好的科研氛围(合作研究、科技交流少)；没有形成合理的科研组织机构，科研人员各自为战，没有形成团体优势。 2．科研成果水平低，国际级的成果太少，科研水平亟待提高。 3．从客观实际出发，根据所存在的问题，构建了山东省省普通高等院校体育科研运作模式，该模式以省体委处为龙头，省科技共同体为载体，各体育系、部为具体操作者，重点探讨了省科技共同体内部建设运作模式及各高等院校内部的运作模式等问题。 4．传统的单兵(包括某个人，某一个单位)作战的科研方式必须扬弃，个人、单位一定要树立联合攻关的意识，这是所有运作模式顺利运行的前提。 5．所构建的山东省普通高校体育科研运作模式中的省体委处指挥、协调是整个运作模式良性运行的关键因素；各高等院校的体育系、部运作模式的运行，是整个模式正常运作的核心；省科技共同体育运作模式是整个运作模式的主要载体。 6．目前我省普通高校科研工作的重点是运用各种激励手段，充分调动科研人员的积极性，使各院校，各学科科研人员加强与院校内其它学科及校外同一学科的联合，即加强合作研究，以使科研团体优势得到充分发挥。 7．山东省普通高校体育科研运作模式能够从宏观上和微观上分别进行运作，各系统的职责功能定位都有具体的实现途径。从理论上来讲，这一运作模式能充分利用政府职能部门，群众学术团体和各校体育系、部的现有资源，使我省体育科研水平进一步得到提高。
The Po E Scientific Research is a comprehensive research subject. It requires the support of many other subjects. Subjects in ordinary university are complete , so the P E Scientific Research can use the experience of the research positive results of them, such as, natural science and social science. This is good for the comprehensive research of P o E and is good for the development of PE Scientific Research.The P o E Scientific Research in ordinary university has occupied quite important part in Shan Dong"s P E Scientific Research so if you in~"estigate and research the existing state of it and put forward the corresponding development counter measure. Undoubtedly, this will improve the level of Shan Dong"s P o E Science and technology.Concerning to the investigation and research of Shan Dong"s ordinary university present situation of P o E Scientific Research. Most of the thesis is limited to talking about only one problem, not do a comprehensive investigation and research.So. this paper basically using the methods of questionnaires. Mathematical statistics, etc. makes a precise investigation and research about twenty-eight representative ordinary universities scientific research"s accomplishments and the construction about the subject and the lab of the P o E department. Also, according to the existing problems, it raises the countermeasure suiting the actual situation about our province "s ordinary university"s P o E Scientific Research.The findings are as follows:I. The construction of subject troops is not perfect: the structure of a written account of one"s education is not reasonable, the ratio of doctors and masters is low, the ratio of young scientific research personnel is high, not form a good environment (cooperative researches; scientific exchanges are few); not form a reasonable and organized scientific research structure, the researcher works along, not form the group superlori ty.V2. The level of the scientific research"s accomplishments is low, the international accomplishments are too small, the scientific level needs improving.3. According to objective reality and the existing problems, it composes the Shan Dong"s ordinary university"s PE Scientific Research moving pattern, this pattern using the provincial P o E system as the dragon"s head, using the provincial scientific and technological community as a holding, all PE systems and departments are specific operators, majorly makes an inquiring into the moving pattern of the provincial scientific and technological community"s restricted construction.4. The traditional single-harded"s (including individual or a certain unit) scientific research"s method must be given up. Individual and unit must set up the consciousness of making joint efforts. This is the premise of all the moving patterns move smoothly.5. The critical factor of the whole moving pattern moves well is the direction and coordination of the provincial P o E system who form the moving pattern; the movements of all the universities" P o E department are the core of the whole pattern"s normal moving.6. At present, the focal point of our provincial university"s work is utilizing all kinds of encouraged methods, fully bring the researchers positive factor into play, strengthen cooperative researches, making the group superiority fully developed.7. The moving pattern of Shan Dong"s university"s ThE Scientific Research can move not only macroscopically but also can move microcosmically, the system"s responsible function has its own specific realize way. According to the theory, this moving pattern can fully use. the government"s function department, the public academic group and the PE department"s source, make our provincial PE Scientific Research further improved.
