应用建立在科学方法基础上的系统化的的定量及定性分析方法制定决策，取代传统意义上的源于创造力、判断力、直觉和经验的管理艺术，在高科技竞争日益激烈的今天已势在必行。本文以海事大学科技信息管理为背景，针对其多年沿用的文件处理系统中数据独立和数据重复等不足以及新环境对科技管理的新要求，详细分析了系统的业务活动和功能需求，确定了建立基于C／S数据处理结构辅以模型程序可视化、数据挖掘等技术的科技管理与决策系统为实现其系统目标的最佳解决方案。 论文中系统地分析并阐述了模型及关联规则等相关概念及原理，采用定义良好、功能强大的UML (unified Modeling Language,统一建模语言)进行系统分析和设计，并用Visual Basic 6.0实现了系统的数据管理，为了更好地利用模型技术和数据挖掘抽取大量数据中的隐含知识，本文对支持决策的数据实行了多维数据库数据组织形式。针对多维数据库中的海量数据应用回归分析模型可视化程序对给定任务进行预测进而辅助决策。在知识发现方面选择了关联规则方法完成数据挖掘，抽取数据库中的有用知识，实现对决策的支持。海事大学科技管理与决策系统的实现将有效地提高决策的质量，更好地指导和协调科研工作的发展，促进科技繁荣。使海事大学在新环境、新形式下的科技竞争中处于优势地位。
Because of the increasingly acute competition of high-tech,These days the policy decision made by applying the systematic quantitative and qualitative analysis based on the scientific methods will take the place of the traditional managing skills rooted in creative abilityjudgement,intuition and experiences unddvoidably.On the background of Dalian Maritame University science and technology information decision support system construction faced with the deficience of data independence and duplication in its many-year used files processing system and the late demands of the new environments against the science and technology managements;This paper analysis detailedly the business activities and function needs of the system and defines that the intelligence and ability dcision system with multi-model peocessing constructive is the optimum solution scheme to realize the system destinations.In the paper,the relative concepts such as association rule and principles are analysed and elaborated systematically,systemanalysis and design is achieved by using well-defined and great function uml and datamanaging of sytem is realized through VB6.0 to put the emplying knowledge out of the quantum datas,the paper also performs multidimension databases data forms on the support dicision layer. Confronted with the massivedatas in the multidimensional database,regressing analysis model is applied to forcast and to help decisions .As far as knowledge discovery is concerned,the association rulesmethods are choosed to complete the data mining .the useful knowledge is drawn out of the database to realize the decision support .the realization of dalian maritame university information decision support system will improve the decision quality effectively .direct and hamonize the development of science and research,accelerate science and technology boom,and make Dalian Maritame University to hold her advantage in science and technology competition inthe new surroundings and forms.
