论文标题:我国资源型城市转型中的失业问题研究 The Problem of Unemployment in China"s Resource-based Cities Transition 论文作者 论文导师 余际从,论文学位 硕士,论文专业 行政管理 论文单位 中国地质大学(北京),点击次数 47,论文页数 96页File Size1524K 2008-05-01论文网 http://www.lw23.com/lunwen_967990702/ Transformation of Resources-based Cities;; Unemployment;; Service Orientation Government 我国的资源型城市有其特殊性,特别是资源枯竭型城市所面临的问题严重,转型成为必然。在我国资源型城市的转型过程中,失业问题逐渐成为困扰资源型城市成功转型重大难题,失业率高使大量劳动力脱离社会生产过程,造成社会资源的浪费,增加社会的不稳定因素,使社会公平难以实现,也阻碍了社会和经济的发展。 在当前的这种背景下,单纯依靠市场力量来治理失业问题显出相当的难度,资源型城市的政府在失业治理方面应当有着不可推卸的责任。失业问题不仅仅是失业本身的问题,它既与社会经济的发展有着密切的关联,更受到政府公共管理政策的直接影响。结合当前行政管理改革中构建服务型政府的浪潮,资源型城市政府如何解决好资源型城市转型中的失业问题,不仅具有公共管理的理论价值,对于促进资源型城市的顺利转型也有现实意义。 论文从以下四个部分进行论述: 第一部分对国内外的研究现状和相关理论进行了综述。重点论述了资源型城市转型理论、失业理论和服务型政府理论。 第二部分描述了资源型城市转型中的失业现象和特点,并从宏观和微观两个角度进行了原因分析。 第三部分析了资源型城市转型中服务型政府的责任和作用,在借鉴国外政府对资源型城市转型中失业问题的处理模式和经验的基础之上,从服务型政府的角度出发,提出了针对资源型城市转型中失业治理问题的对策和建议。 第四部分是实证分析。针对我国资源型城市转型的试点城市之一—阜新,分析其转型中的失业问题及其原因,进一步提出了有针对的治理方案。 资源型城市转型中失业问题的存在有其宏观和微观两方面的原因。本文的研究立足于服务型政府在资源型城市转型及其失业问题上的宏观调控职能和公共服务职能,其目的力图从服务型政府的角度,找到解决资源型城市转型中失业问题的最佳治理方案。 The cities that are full of resources in our country have their respective issues, especially some serious issues faced by those cities with depleted resources and reformation is inevitable. During the process of reformation among the cities with rich resources, the issue of unemployment has gradually become a big problem for reformation. The high unemployment rate causes a large number of work forces to separate from the process of social production, which results in wastage of available labor, increasing instability in society, difficulties to achieve social justice and encumbering the social and economical development. Under the current circumstances, it is considerably difficult to solve the unemployment problem by relying solely upon market strength. The governments of cities with rich resources should take full responsibility for solving the unemployment problem. Unemployment is not a problem to be considered on its own, it is closely related to social and economical development, and it is directly influenced by the government’s public management policy. With integrating the trend of forming a service government in current administration management reformation, the fact that how the governments of cities with resources solve the unemployment issue during the cities’reformations, not only do they have the theoretical value of public management, but also the real significance of advancing the reformation. The paper discusses the following four parts: The first part summarizes Chinese and foreign current studies and related theories. It emphasizes the theories of reformation of cities with rich resources, unemployment and service government. The second part describes the phenomenon and characteristic of the process of reformations among this type of cities, and analyses the reasons from macro and micro perspectives. The third part analyses service governments’responsibilities and effects in the process of reformations of these cities, using the management models applied by foreign governments when they dealt with unemployment issue that occurred during this type of cities reformations and their experiences. Then from service governments’point of view, suggestions and strategies to encounter the unemployment problem will be raised. The fourth part is about demonstration analysis. Using The city 0f Fu Xin, one of the experimental cities’reformations as an example and analyzing the problems and reasons of unemployment ascertained during the process, in order to bring forward a more effective strategy. There are two reasons from both the macro and micro perspectives when considering the unemployment issue during the reformation of cities that are full of resources. The analysis of this dissertation is established in service governments’functions of macro environment control and public service, which help reformations of these types of cities and unemployment issues. The purpose of this paper is, from the service governments’perspective, to generate the best strategy to solve the unemployment problem during those cities’reformations.
