近几年来，农业产业化已经成为我国农村经济发展的热点和市场经济条件下农业发展的方向。龙头企业是农业产业化经营的“火车头”，其经济实力的强弱和牵动能力大小，直接决定着农业产业化经营的规模和成效，其创办的好坏也直接影响着我国农村经济改革的进程。我国近年来在龙头企业的创建和运行等方面取得了一定的进展，但应采取哪些措施以促进龙头企业的发展，这是我们面临的又一大课题。本文在对农业龙头企业的界定、特征以及发展龙头企业的背景和必要性进行分析的基础上，对广西农业龙头企业现状进行了较为全面和系统的描述和剖析，并指出其存在的问题：首先龙头企业不仅数量少、质量差，而且重复建设严重；其次龙头企业界定不清，资金不足且经营机制落后，利益机制也不完善等。因此广西要根据自身情况加强农业龙头企业的培育和建设。 本文在借鉴国外发达国家农业产业化经营组织建设经验的基础上，提出了加快广西龙头企业培育和建设的主要对策：外部关系的协调和内部建设。在外部方面，指出了广西应围绕其五大经济区域来选择龙头企业的主导产业；分析了广西农户不能取得平均利润的理论依据，并进一步提出广西龙头企业与农户利益分析的原则和具体方式。在内部方面，具体阐述了龙头企业要按现代企业制度的要求建设内部经营机制的方法；分析了龙头企业应向集团化、规模化方向发展的原因，并提出了应以资产为纽带组建龙头企业集团；指出应加强引进大型工商企业充当龙头企业，并分析了其进入农业的可能性和必要性。本文同时着重分析了在农业龙头企业培育和建设过程中，政府的行为，指出广西龙头企业的发展需要政府一定的扶持和引导，给其发展一个宽松的政策和资金环境。
In recent years, agricultural industrialization had become the focus of our country rural economic and the direction that agriculture develop under the terms of market economy already. Leading enterprises are the" locomotive engine" of industrialization of agricultural managing, whose powers of economic strength and affecting ability determine the scale and effects of industrialization of agricultural managing and their quality that established influences the processes of our country rural economic reforms directly too. Our country made certain progress in establishment and function of the leading enterprise in recent years, but taking which measure to bring about an advance in leading enterprise, this is another great subject that we face. This dissertation is based on the analysis of defining to agricultural leading enterprises, characteristics and the necessity and backgrounds of Leading enterprises"development, and give a overall and systematic description and analysis to the current situation of Guangxi"s Leading enterprise, and further point out their existing questions: At first the leading enterprise is not only small hi quantity, poor in quality, but also repeated construction is serious; Secondly leading enterprises are defined unclearly, whose fund is insufficient and operating mechanism lag behind, at the same time their tersest mechanism is imperfect either. So Guangxi should strengthen the cultivation and construction of the leading enterprises of agriculture according to one"s own situation.This text is on the basis of using the foreign organizational building experience of industrialization of agricultural managing of developed countries for reference, and point out the main countermeasure of proposing accelerating cultivating and construction in the leading enterprise of Guangxi: Coordination of the outside relation and inside construction. In outside, the dissertation indicated Guangxi should choose the leading industries of leading enterprises around their five economic areas; Analyzing the theoretical foundations that the peasant in Guangxi is impossible toachieve average profit with the leading enterprises, and proposing the principle and concrete way of interest allocation between the leading enterprises and peasant household in Guangxi further. In the inside respect, explaining the method that the leading enterprise should build the inside operating mechanism according to the request for the system of modern enterprise concretly; It analysed the leading reasons that leading enterprises should be developed toward grouping and scales, and proposed the groups should be set up as a means of assets for the tie; Pointing out large-scale industrial and commercial enterprises should strengthened and introduced serve as the leading enterprises of agriculture, analyzing the possibility and necessity that their enterance to agriculture. At the same time this text had analyzed the behavior of the government while the leading enterprises of agriculture cultivating and building emphatically, Pointing out that the development of the leading enterprise of Guangxi needs certain support and guide of the government, giving their development a loose policy and fund environment.
