克拉玛依是一座靠石油勘探开发建设起来的典型资源型城市，除了水资源匮乏、自然环境恶劣、地理位置偏远这几个客观因素外，经济成分单一、产业结构单一、资源单一、人员结构单一等问题严重制约着克拉玛依经济的可持续发展。进行产业转型是克拉玛依经济发展的必由之路。本文运用产业经济学、区域经济学、知识经济、可持续发展等有关理论关于产业转型的基本原理，对克拉玛依产业转型的基本思路、战略选择、转型目标、阶段、战略重点以及实施措施进行了探讨。 本文指出，在经济全球化和产业知识化的时代，克拉玛依必须选择跨越式的发展道路，面向知识经济，变资源开发为智源开发，才能实现持续的繁荣与发展。根据对克拉玛依当前产业发展现状、产业转型环境以及自身条件与优劣势的分析，本文认为克拉玛依应该选择复合型产业转型战略，按石油产业链延伸、石油产业与新兴产业并重、新兴产业为主等三个阶段分步实施。 目前，克拉玛依实施产业转型的战略重点是，一方面要以信息化为手段，加强科研与开发的组织与管理，全面提升油气开采与炼制产业的竞争能力，同时以乙烯和工程塑料市场需求缺口为突破点，积极促使产业链向石油化工产业延伸；另一方面，要立足市场潜在需求，挖掘区域优势，以中小企业为主体积极探索行业软件、特色旅游等新兴产业，促进多元化产业格局初步形成，并为培育石油产业未来的替代产业做好准备。 产业转型是一项庞大的系统工程，希望本文能为克拉玛依产业转型问题研究起到抛砖引玉的作用。
Karamayi is a typical resource-driven city that was built for petroleum exploration and exploitation. Beside the objective causes of the deficiency of water and out-of-the-way geographic position, the monotone of the city in the aspects of economic ingredient, industry structure, nature resources, and human resource structure made a big obstacle to her sustainable economy development. Industry transformation is the certain way for solution of the above problems. This thesis uses the basic principles of the theories of industrial economics, regional economics, knowledge economics and sustainable development that are for industry transformation to research the transformation guide rules, model, target, phase, key strategic points and implementation of the strategy.The thesis points out that, at the dawn of knowledge economy, only Karamayi selects knowledge-oriented economy as industry conversion direction, spanning development as the approach, and explore intelligence resources instead of nature resources, can she obtain continuous prosperity and development. According to the analysis to the industry development status, environment, condition, advantage and disadvantage of Karamayi, the thesis brings forward a composite industry conversion model that will be put into practice in three phases such as extension of oil industry chain , petrochemical industry paralleling with new industry and new industry as the main industry.At present, the key points of the industry transformation strategy is to promote the competition capability of industry of oil exploration, exploitation and refinement, enforcing organization and management of scientific research by means of information technology, and in the same time, to extend theindustry chain to petrochemicals so that a cluster of new main industries can be established. On the other hand, in order to form a diversified industry pattern and prepare substitute for oil industry, small and mid enterprises should act as protagonists to probe new field such as desert agriculture, machine for food packing and processing, logistic, industry software and characteristic tour by excavating potential regional advantage for market demand.Industry conversion is a huge systems engineering. Hope the thesis can be of some help to educe more wise researches on Karamayi"s industry transformation.
