社会主义市场经济的发展迫切呼唤社会道德建设,其中公务员职业道德建设是整个社会道德建设的关键。社会主义精神文明建设,特别是道德建设的实践,客观上已经把公务员职业道德建设摆在最高的层次和最重要的位置上。在构建社会主义和谐社会的新形势下,如何搞好公务员职业道德建设,是迫切需要解决的重要理论问题和实践问题。本文把理论和实践结合起来,对公务员道德建设的新形势和新环境、公务员职业道德的特殊性质、内容和地位、当前公务员职业道德的现状以及加强公务员职业道德建设的具体对策等做出了较系统、深入的研究。 论文分四个部分:第一部分首先阐述了公务员职业道德的含义以及公务员职业道德建设所面临的国内外环境和背景;第二部分论述了社会主义市场经济条件下,国家公务员职业道德的特点、理念和规范,并对公务员职业道德建的地位及作用进行了阐述,指出公务员职业道德建设是民主政治建设的核心和决定因素,直接影响社会稳定和国家长治久安,是公务员自身完善和发展的坚实基础;第三部分对公务员职业道德的现状进行了实证分析,指出了公务员职业道德的主流积极表现和失衡表现,以及产生原因。第四部分从五个方面提出改进和完善公务员职业道德建设的对策。
The development of Socialist marketing economy calls for social ethic construction urgently. The construction of civil servants" professional ethics is the key to the building of the whole social ethics. The construction of socialist spiritual civilization, especially the practice of ethic construction, objectively has put the construction of civil servants" professional ethics on the highest level and the most important position. Under the new condition of building socialist harmonious society, how to construct civil servants" professional ethics is both great theoretical issue and practical one needed to be solved urgently. Based on a number of investigation materials and combining theory with practice, this paper has made a systematic and profound research on the new condition and new environment the construction of civil servants" professional ethics faces, the special character, content and position of the construction of civil servants" professional ethics, present state of the construction of civil servants" professional ethics as well as the detailed countermeasures of the construction of civil servants" professional ethics.There are four parts in the paper: the first one describes the definition of the construction of civil servants" professional ethics and the environment and background its construction faces; The second part contends the character, ideal and norm of national servants" professional ethics under the condition of socialist marketing economy. The second part also describes the position and function of the construction of civil servants" professional ethics and points out that it is the key and decisive factor of the building of democratic politics, has the influence on social stability and national safety directly as well as the solid base of civil servants" self-improvement and development.; The third part synthesizes objectively resent state of the construction of civil servants" professional ethics, points out four positive reflections of civil servants" professional ethics and synthesizes its reasons too. In addition, the third part also synthesizes the causes of unbalance of civil servants" professional ethics and gives four main causes; The fourth part puts forwardcountermeasures to improve the construction of civil servants" professional ethics in five aspects on the basis of the former three parts, which reflects the of realistic meaning of this paper.
