社会主义和谐社会有广义和狭义之分,狭义上的社会主义和谐社会是与政治、经济、文化相对的和谐社会,广义上的社会主义和谐社会囊括经济、政治、文化、社会的总体上的社会和谐。现阶段所构建的社会主义和谐社会不是对小康社会的替代,而是全面建设小康社会时期的社会主义和谐社会,它以全面建设小康社会时期的经济、政治、文化发展现状为基础,并为实现全面建设更高水平的小康社会战略目标服务。社会主义和谐社会是体现中国特色社会主义本质属性的和谐社会。 构建社会主义和谐社会必须坚持以人为本。以人为本以马克思主义的人本思想为理论渊源,与古代民本、西方人本主义有本质的不同。以人为本是指一切历史创造活动都是以人为中心,一切为了人,一切依靠人。以人为本强调社会发展在于满足人们的愿望和需要,维护人的权益,促进人的全面发展。以人为本的重要意义在于以人为本是社会主义的本质要求,是构建社会主义和谐社会和全面建设小康社会的必然要求,它体现了共产党执政理念的创新。社会主义和谐社会中坚持以人为本,充分发挥和依靠人民群众的主观能动性、创造性来建设社会主义,是社会主义发展、社会主义本质的内在要求。在构建社会主义和谐社会中坚持以人为本是党领导人民走中国特色社会主义道路的体现。社会主义和谐社会凸现人的主体地位,要尊重群众,依靠群众,保护群众。 社会主义和谐社会以人为目的和标度,社会主义社会和谐发展的目的是为了人。在实践中,把人民群众的利益实现与解决实际困难结合起来,既注重发展,又着力解决人民群众切身利益的突出问题。社会主义和谐社会保障人民民主权利,这是社会主义和谐社会的内在本质要求,人民的民主权利的实现程度,将标志着社会主义和谐社会的实现程度。社会主义和谐社会体现人与人的平等,人与人之间的平等关系,就会造就人与人之间的和谐,进而就决定并主导着社会主义和谐的发展目标和发展方向。社会主义和谐社会促进人的全面发展,构建社会主义和谐社会,必须把着力点放在促进人的全面发展上,要在尊重人的个性自由和价值、有利于社会整体利益的前提下,使每一个社会成员都能实现自我价值,个性得到自由发展,促进人与人和谐。
There is broad sense and narrow sense in the meaning of harmonious society of socialism. In the narrow sense, harmonious society of socialism is a harmonious society in contrast with politics, economy and culture. In the broad sense, harmonious society of socialism is a society that embraces economy, politics and culture as a whole. Harmonious society of socialism constructed at present is not the substitute for well-to-do society, but harmonious society of socialism during the period of the comprehensive construction of well-to-do society, which serves for the strategic aim at the comprehensive construction of higher level well-to-do society on the base of development of economy, politics and culture. Harmonious society of socialism is the harmonious society that embodies Chinese characteristics. The construction of harmonious society of socialism must adhere to humanist. Humanist takes Marxism as the origin of theory. It is different from the old Chinese thought and the western thought. Humanism refers to all the historical creations as the core of person, which serves people and depends on people. The humanism emphasizes that the development of society is to satisfy people"s desire and request, maintain people"s rights and interests and promote people"s all-aspect development. The vital significance of humanism shows the essence of the harmonious society of socialism, which is the requirement to construct the harmonious society of socialism and well-to-do society .It has manifested the innovation of idea that Communist Party is in power. The harmonious society of socialism persists in humanism, fully displays and depends upon people"s subjective initiative and the creativity to construct socialism, which is intrinsic request of the development of socialism and the essence of socialism.
