近十余年来,新疆国民经济出现持续、快速发展态势。同时,作为国民经济主动脉的公路交通也同时呈现持续、快速发展态势,特别是“十五”以来,新疆公路交通更是发展迅猛,据统计,“十五”期间新疆公路基础设施建设投资将达350亿元。 公路交通在高速发展的同时,已出现了公路建设运营过程中破坏生态环境、养护管理及服务水平不到位、公路交通安全事故居高不下等问题。党的十六届三中全会提出了科学发发展观的问题,即坚持以人为本,全面、协调、可持续的发展观,可持续发展观是科学发展观的一项重要内容。可持续发展战略,强调以最小的资源、环境、人力、物力、财力投入换取较大的产出。公路运输在五种运输方式中,是占用资源较多、对环境污染较大的一种运输方式。新疆因地域地理特点所限,交通网络又不完善,加快发展公路运输是一种迫切需要,但由于新疆的自然生态环境特别脆弱,如何进行可持续发展是摆在我们面前的一个难题。 本文研究的工作主要分为三个部分:第一、总结、分析国内外可持续发展研究现状及对公路交通可持续发展研究现状,并找出优缺点。第二、结合新疆自然环境特点及公路交通发展特点构建新疆公路交通可持续发展评价指标体系。第三、采取合适的评价方法对构筑的指标体系各项指标进行定性和定量相结合的分析运算,从而计算出1990—2003年新疆公路交通可持续发展评价指数。然后对评价结果进行分析,进而提出促进新疆公路交通可持续发展的措施建议。
In the last ten years, the national economy of Xinjiang has turned to keep continuously and rapid development. At the same time, the highway transportation that is the aorta of national economy, also presents to develop continuously and fast. Especially since the Tenth Five-Years Plan, the highway transportation of Xinjiang also develops fiercely. According to the statistics, the highway infrastructure construction investment of Xinjiang will amount to 35,000,000,000 Yuan during this period.At the time of high-speed development, the highway transportation also appears the service level not to satisfy the needs. At the process of construction and conveyance management, ecological environment is destroyed, the highway transportation security accidents stay high level. The Party put forward the view of developing scientifically. The view of sustainable development is an important content of it. Sustainable development strategy emphasizes to exchange bigger output with minimum devotion of resources, environment, manpower, material resources and financial power. In five kinds of conveyance methods, highway conveyance is one that takes up more resources and pollutes environment worse. The region geography characteristics of Xinjiang is limited, and the transportation network is faultiness, so speeding to develop the highway conveyance is a kind of urgent demand. But natural ecosystem environment in Xinjiang is especially weak, so how to realize sustainable development of highway transportation in Xinjiang seems to be particularly important and urgent.The text is mainly divided into three parts: 1. Summarize and analyze research actualities of sustainable development in and abroad and highway transportation continuance development, andsummarize its merit and shortcoming. 2. Combine the natural environment characteristics of Xinjiang and the highway transportation development characteristics to set up evaluation index system of the highway transportation sustainable development in Xinjiang. 3. Adopt appropriate evaluation method to carry on analytical operation to various indexes, and compute the evaluation index of the highway transportation continuance development in Xinjiang from 1990 to 2003. Then analyze the evaluation result, and put forward measures and suggestions to promote highway transportation sustainable development in Xinjiang.
