本文针对长沙市五里牌地域流动人口违法犯罪现象特别严重的现实状况进行了深层次的调研及实证分析，扼要报告了五里牌地区地理位置、经济环境的特殊性，简单概括了五里牌地区违法犯罪现象的类型、特点及发展趋势，简约介绍了五里牌地区流动人口犯罪的特点和犯罪原因，重点提出了预防、控制和治理本地区流动人口犯罪的理论和手段。通过参考国内外学术界对现代犯罪与治理的理论，深刻剖析了社会政策制定与流动人口犯罪治理、法制建设与流动人口犯罪治理、微观环境与犯罪治理的关系；综合犯罪学、社会学、经济学等多学科的指导，试图提出有效解决五里牌子地区居高不下的刑事发案状况的治理对策和手段，以点带面、以小见大，呼喁全社会共同参与犯罪预防及控制，真正实现社会治安的综合治理，切实保障国家的长治久安和人民安居乐业。
In this article, the author makes a deep research and a positive analysis on the serious situation of the floating population crime in WuLiPai district in Changsha, and reports briefly the particularity of the location and economy environment in this district, and summarizes simply the types, characteristics and developing trend of crime there, and introduces the causes of floating population crime, and sets forth the theories and measures of preventing, controlling and treating this kind of crime Using the modern crime and treatment theories of both home and abroad for reference, the author deeply analyzes the relationships between the treatment and social policy making, the construction of law, and as well as the micromostic environment Then the author attempts to propose some counter-measures under the guidence of criminology, sociology, economics and other subjects And finally, fanning out from point to area, the author calls on the whole society to participate in the movement of preventing crimes in order to realize the comprehensive treatment of public order and to safeguard the security of the country and peaceful life of the people
