改革开放以来，我国民间投资在促进经济增长、缓解就业压力、增加财政收入、加快国有企业改革进程以及减轻银行等金融部门的压力方面发挥着不可替代的作用，已经成为国民经济和社会发展中不容忽视的重要组成部分。但是由于民间投资主体目前的经济实力有限，随着投资规模的逐渐扩大，投资环境已成为影响民间投资进一步发展的重要因素。因此，如何改善民间投资环境促进民间投资已成为我国投资领域面临的一个重要课题。本文在借鉴发达国家启动民间投资成功经验的基础上，结合当前我国民间投资发展中存在的问题，运用实证分析的方法，以投资环境为切入点，探寻适应社会主义市场经济发展要求、促进经济发展的改善民间投资环境的对策，全文共分四个部分。第一部分“我国民间投资和投资环境”，先界定了民间投资的含义和形式，即民间投资是由国内非政府组织和个人为获取预期收益预先投入投资要素形成资产并独立承担投资责任的行为，形式上包括集体经济、私营经济、个体经济、股份制经济、联营经济和其他类型经济投资；民间投资的环境包括制度环境、政策环境、法制环境、服务环境。在此基础上本文运用社会主义市场经济理论，分析了改善民间投资环境的重要性和紧迫性。第二部分“我国民间投资环境现状及存在的主要问题”，我国民间投资在领域上不断拓宽、在融资渠道上呈现多元化、在税收政策上获得了不同程度上的调整，投资环境获得了一定程度的改善。但同时从现状中透视出当前我国民间投资环境存在的诸多问题，如市场准入门槛高、融资渠道不畅、赋税不公、民间投资产权缺乏保护等，因此民间投资扩张有了一定的艰巨性。第三部分“我国民间投资环境问题存在的原因”剖析了民间投资环境问题存在的原因，概括地说来自于制度、政策、法制及服务因素。具体地说有垄断因素、资本市场的不完善、信用体系、法制的不健全以及政府职能的转变。对民间投资环境问题原因的分析，使我们更加深刻地认识到要想扩大民间投资必须改善投资环境。 第四部分“改善我国民间投资环境的对策”在借鉴世界上其他国家促进民间投资的成功经验及我国的现实国情的基础上，提出了有针对性的对策，包括制度环境的建设、政策体系的健全、公正、有效的法制环境的营造以及服务体系的改善，为我国民间投资环境的改善进行了积极的、有意义的探索。通过上述分析，本文对民间投资环境进行了比较全面、系统地阐述，以民间投资环境为切入点研究民间投资问题，以制度分析为基础，提出了促进民间投资的对策，对正在发展的民间投资有着积极的意义。随着我国社会主义市场经济的进一步发展，民间投资将是我国经济增长的活力所在，也是我国未来投资的主力。在我国经济体制的转轨时期，如何清除民间投资发展道路上的各种障碍，为民间投资营造一个良好的投资环境，进一步促进民间投资的发展是一个值得研究的课题。
Since the reform and opening up to the outside world, non-governmental investment has been playing an increasing role in promoting economic growth, alleviating the pressure on employment, increasing the fiscal revenues, accelerating the process of SOE reform and lightening pressure of financial departments, and it has already become the important part of national economy and the social development. With the enlargement of investment scale and scope of non-governmental investment subjects but with limited strength, the investment environment has already become a significant factor affecting the further development of it. Therefore, the investment field is confronted with the issue: how to enhance the non-governmental investment. Referring to the successful experience of the developed countries in utilizing non-governmental investment, the paper aims to explore the counter-measures for meeting the requirements of socialist market economy, developing economy and improving the investment environment. Starting with the investment environment as the cutting point, the paper also analyzes the investment problems in our country, proposes solutions to them in real example of application. The full text covers four parts:The first part, “Non-governmental investment and investment environment”, defines the concept and form of the investment. Non-governmental investment is the activity done by non-governmental organizations and individuals for obtaining prospective earnings, during which the investment liability is undertaken by it independently. In form, it includes collective economy, private economy, individual economy, shareholding system economy, and pool economy. The investment environment includes system, policy, legal and service environments. Furthermore, the paper emphasizes the importance and urgency of improving the non-governmental investment with the application of the socialist market economic theory.The second part, “The current investment condition in our country and the problems” discusses such problems come up as over-high requirements for entering the market, jams in raising, injustice in collecting tax and inefficiency in protecting the property right, while our investment extends into more fields, presents pluralism in raising funds ,wins adjustment in taxation, and improves its environment.The third part, “Reasons for the existing investment problems” dissects the reasons in investing in terms of system, policy, legal and service, specifically, the trade monopoly, immaturity of capital market, credit system, imperfection of legal system, and the transition of the government function. The analysis and insight into the nongovernmental investment enables us to realize that the improvement of investment environment is the prerequisite of developing the investment. The fourth part, “counter-measures to improve the investment environment in our country”, puts forwards such pointed measures as system constitution, policy perfections, establishment of legal system, and the improvement of service system. On the successful experience of the advanced countries and the realistic national conditions of our country, the paper conducts an instructive and initiative probe into the improvement of the non-governmental investment environment in our country.Through the analysis above,this article elaborate generally and systematreally on the “non-government” investment environment ,and gives an all-ground research on investment issue with investment environment as the breakthruugh .On the basis of analysis of Chinese structure ,this article also advocates some strategies to promote “non-government” investment which play an active role on the developing non-government invesment .With the further development of Chinese socialist market economy,non-government investment will become the most active center in Chinese economic growth and the main force of Chinese future investment .How to romove all the barriers on the road of non-government investment to and create a good inves
