十一届三中全会以来，随着改革开放政策的实施和社会主义市场经济体制的逐步构建，县域经济进入了空前活跃的发展阶段，产业化、工业化、城市化浪潮成为发展的主流，尤其在东部沿海地区，县域经济迅速崛起，顺德、无锡等一大批全国“百强县”脱颖而出。可以说，不平衡发展战略成功启动和拉动了中国整个经济的腾飞。但是，由于客观因素和主观因素，外部原因和内部原因的交互作用，在这种不平衡经济战略的推进中，东西差异和经济失衡现象日趋明显和突出，开始影响中国经济改革和发展的深度推进以及整体素质的进一步提升，党中央对此高度重视，积极采取措施，现在举世瞩目的西部大开发宏伟战略和振兴东北老工业基地对发展中地区县域经济再次面临空前的历史性发展机遇。而发展中地区县级政府能否抢抓机遇，顺利跟进，实现经济持续、快速、健康地发展，也已成为摆在他们面前紧迫而又重要的任务，因此，对这个问题进行探索和思考也就显得很有意义了。 县域经济是我国宏观经济和微观经济的结合部，它的成长关系到国家经济运行，国力强弱和社会安定。发展中地区县域经济是我国县域经济生活中普遍而又重要的现象，从其发展背景和深层意义上讲，它既是一个经济差异和发展问题，又是一个民族团结、社会公正、政治稳定的问题。 本文通过对处于特定时期的发展中地区县域经济的基本特征，治理现状及其特定发展任务和工作内容等的综合性分析，论述了发展中地区县域经济政府主导型管理模式的必要性和现实性，并对政府主导的原则和目标取向进行了规制和阐述。文章的第一部分，界定发展中地区县域经济的概念，分析其重要地位，并通过生产环境、产业结构、投资行为、消费行为等特征的描述，深化对发展中地区县域经济内涵的理解；第二部分，着重对现行发展中地区县域经济圆硕士学位论文MASTER’5 THESIS五种管理模式进行分析，从而揭示政府主导型模式存在的合理性;第三部分，文章在与计划管理体制和自由市场管理体制等的比较分析中明确了政府主导的概念，在前两部分阐述的基础上，进一步从特定时期、特定范畴、特定需要及特定任务详尽论述政府主导的必要性和现实性，并补充性地介绍了政府主导的主要方式;第四部分，集中从政府主导的目标取向和政府主导自身的缺陷出发，分析并指出了市场主导模式是政府主导模式发展的必然趋势。关键词:政府主导型发展中地区县域经济管理模式

Owning to alternative function of a variety of factors, subject and object, external and internal, under the propose of disparity economic strategies, the gap between east and west and the disparity of economy come into being and to the foreground, begin to affect the further implementation of economic reform and development and the improvement of the whole equality. The great west development and The revive old Industrial Base in East-northern China will be important historical chance to the booming of county economy in the developing area. Whether county governments successfully grasp the chance and have a leap with it to realize sustained, rapid and healthy development is a pressing important task. As a result, it is important to have a explore and realizing on this issue.County economy is a joint-part of micro economy and macro economy; its development affects the economic functioning, the national strength and social stableness. County economy in developing region is a common and importantphenomenon in china"s county economy. In the developing background and more underling significance is an issue concerning on nationality unity social just, political stableness as well as economic disparity and development.This thesis will explain the necessity and practices of administration modes of country economy in developing region of country economy in developing region in which government functions as leading factor and try to stipulates and expound the principles and aims of governmental predominate management mode and analyze its important role. Through elaborating the characteristics of productive environment, industrial structure, investment and consummation, it makes a deep understanding of the connotation of county economy. The second part put emphasis on analysis of advantages and disadvantages of the present five administration modes in county economy and developing economy so as to explain the mode in which government functioning as a leading factor is reasonable. In the third part, it makes it clear what is governmental predominate management mode. Through the comparative analysis of planned administration system and free market-orientated administration system. On the basis of the last two parts, it makes a further elaboration on the necessity and realistic of government predominance with a view on special period, special category special demand and special tasks and makes a complementation to the main ways of government predominance. The forth part concentrates on the objects and the fallibility of government predominance, point out it was an inevitable trend tat government predominant mode will develop into market-orientated mode.
